COUNTRY FINANCE MANAGER– Somalia/Somali-land Country Office

ROLE PURPOSE: Responsible for all aspects of financial management of Save the Children in Somalia/Somaliland country program, ensuring compliance with Save the Children’s internal policies and procedures as well as donor regulations.

SCOPE OF ROLE:

Reports to: Director of Finance

Dimensions: Save the Children works in all three zones in Somalia currently through 4 “area” with 3 additional sub offices and a number of satellite offices, with a current staff complement of approximately 450 staff and current expenditure of approximately $64m million in 2012.

Staff directly reporting to this post: Nairobi Finance Officer, National Finance Officer

KEY AREAS OF ACCOUNTABILITY:

Financial Accounting, Reporting, and Control • Ensure that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control including: o Annual accounts and tax statement preparation; o Accounting and management information systems; o Cash and cash flow management and control in particular gain/losses on currency exchange; o Financial procedures during emergency responses, including meeting all relevant responsibilities in the Rules and Principles for Emergency Response; o Expenditure procedures, especially around procurement; o Documentation of all controls and procedures; o Finance training for staff in the field and partners as necessary; o Availability of funds for sub-offices and the Country Office o Segregation of finance duty within Country Office

• In conjunction with the Director of Finance ensure the development and management of robust financial systems through developing feasible systems and procedures to support the country programme, ensure adequate internal control and efficient use of resources. • Help Director of Finance in preparation of quarterly effort reporting and seek explanations for major variances. • Coordinate submission of control reports, respond to findings and recommend resolutions or action plans • Participate in the development of finance policies and procedures to be able to maintain a well-financially controlled environment in both development and emergency contexts • Assist Director of Finance in coordination of internal or external audits
• Prepare monthly financial reviews (MFRs) and review them with Director of finance before submission to the Regional Office

Policy and Strategy Development  Support the Director of Finance and senior management team in the development of a long term funding strategy for the programme.  Ensure effective resource management and maximise cost effectiveness and value for money throughout the programme.  Lead the annual financial operational planning process in close collaboration with the Director of Finance and senior management team.

Human Resources and Development  Ensure appropriate staffing within finance team being managed  Directly and through distance management, lead, manage and motivate the Finance teams in the county offices ensuring that they have clear work plans and objectives and receive bi-annual supervisions and reviews.

 Identify training needs of the finance staff and develop and strengthen their capacity on various Save the Children’s computerised accounting systems and ensuring that robust financial systems are developed in line with the acceptable accounting principle and practises.

 Identify training needs of the budget holders, provide training in financial planning, budget monitoring and in compliance to internal policies and procedures and various donors’ terms and conditions of grants.

 Take the lead to roll-out the fraud and whistle blowing and other relevant policies regularly and induct new staff to save the children’s finance and grant systems. Collaboration: • Builds and maintains effective relationships, with their team, colleagues, members and external partners and supporters • Values diversity, sees it as a source of competitive strength • Approachable, good listener, easy to talk to Creativity: • Develops and encourages new and innovative solutions • Willing to take disciplined risks Integrity: • Honest, encourages openness and transparency QUALIFICATIONS AND EXPERIENCE • An accountant with at least 5 years of experience with a recognized degree in accounting or accounting qualification e.g. CPA, ACCA, CIMA etc, and with experience of computerized accounts.

• Experience of finance, budgets, grants and financial reporting, preferably within a Non Governmental Organisation.

• The proven ability to manage, lead, motivate and work in a team approach.

• Experience of exercising financial responsibility, budget control and effective and efficient resource management. • The Country Finance Manager must be willing to travel regularly to Save the Children field offices and project sites.

• Good communication skills, tact, patience and diplomacy.
