Reporting to the Country Coordinator the post holder will support the delivery of a UK-funded project to promote dialogue aimed and addressing gender based violence in South Central Somalia including providing technical support to partners, coordination of activities, research and data collection, liaison with local and regional authorities, accompaniment of activities across South Central Somalia and providing financial and monitoring & evaluation support to the country program. He / She will ensure that International Alert’s network among other NGOs and donors is established and maintained.
Duties and Responsibilities
1. Ensure effective project implementation**
· Lead the design, planning, execution and monitoring of project activities
· Develop and implement a monitoring and evaluation plan
· Line-manage project officers and supervise consultants, including recruitment, work planning and performance management
· Develop an effective working relationship with the project team based on a clear understanding of respective roles, as well as a collaborative approach
· Monitor and continuously assess the operating context and the project activities, and recommend changes in approach accordingly
· Conduct relevant contextual needs assessments in line with International Alert’s pathways, to support the development of coherent and viable follow up projects.
· Coordinate activities between two regions of work in South Central Somalia
· Provide narrative progress reports as requested
· Ensure compliance with Alert operational policies and with local laws
2. Establish and operate appropriate systems and procedures for the good management of the project resources
· Develop spending projections and budgets
· Monitor expenditure against budgets
· Authorise project expenses based on project plans
· Design proposal budgets based on the context and general programming needs and priorities
· Ensure that grant audits and evaluations are organised in a timely fashion and that timely and accurate financial reports are submitted to the donor
· Provide timely and accurate financial data for purposes of planning, reporting and audit
· Ensure compliance with security policies and help update as necessary
· Monitor the context for security threats to inform implementation plans and ensure safety of project staff, partners mad beneficiaries
3. Manage the project’s relationship with local partners
· With support from other team members, ensure a regular and adequate representation of International Alert in all relevant coordination bodies meetings (GBV working group Somalia, Somalia NGO consortia, INSO etc.)
· In coordination with other programme staff, raise awareness of the programme among the international community and help to implement International Alert’s pathways.
· Maintain good relations with International Alert’s partner organisations and communities, and develop relations with other relevant actors within the sector including donor governments
· Involve partners in planning activities
· Monitor partners’ work against agreed work-plans; identify any problem areas or support needs
· Oversee partner assessments (including financial assessments)
· Identify partner training and support needs
4.Contribute to Africa Programme (AP) and wider organizational goals and objectives
· Proactively participate in and contribute to AP activities and events including regional meetings, plans and report and ensure that linkages are created and maintained between Somalia and other AP work
· Contribute to advocacy initiatives of the AP and Alert as required
· Determine and agree on the need for and timing of technical assistance from within the AP and the wider organisation, and fully support visits by Alert colleagues
· Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects
· Ensure documentation of activities and examples of impact
Travel requirements
This position is based in Mogadishu, with occasional travel to other regions of Somalia and to Nairobi, Kenya.

University degree in relevant subject
At least 5 years of experience of working in South-Central Somalia
At least 3years of NGO project management including responsibility for project design, staffing, admin/finance issues, contract management and donor relations
Experience of financial management gained in an (I)NGO or a business
Excellent working knowledge (spoken, written and read) of English
Ability to work in a non-partisan manner, sensitivity to ethnic and cultural differences
Experience of working in complex and politically-sensitive contexts, and excellent political judgement
Capacity to interpret trends and events impacting on the programme
Experience of and willingness to travel to different parts of Somalia
Report-writing and editing skills
DESIRABLE REQUIREMENTS
Post-graduate degree in a relevant subject
Proven track record of successful project design and fundraising
Experience of leading peacebuilding-related programmes, and familiarity with conflict-sensitive approaches to development
Familiarity with gender and development concepts, and experience of implementing gender-sensitive programmes
Experience of networking and advocacy in Somalia
