OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

WFP is currently operational in Somaliland, Puntland, Central, Benadir and South regions if Somalia with Area Offices (AO) established in Hargesia, Bossaso Galkayo, Mogadishu and Dolow respectively. Despite WFP being active in certain areas, parts of its operational areas are considered inaccessible or have intermittent accessibility to UN staff by the UN Department of Safety and Security (UNDSS). This restricts or limits the ability of WFP staff to liaise directly with retailers and other retail supply chain actors in those areas.

With the shift to cash or voucher based food interventions the sourcing and delivery of food is outsourced to trade. In such types of interventions trade becomes and arm on which humanitarian response depends on. Its timeliness, cost, reliability and flexibility are critical to success in responding to the needs of people affected by crisis.

The objective of the WFP trade assessments and monitoring exercises is to respond to the following questions:

  1. Do traders at local level have the means/capacity and logistics infrastructure to increase volume?

  2. Is there logistics means/capacity to move increased volume of goods to the retail distribution points (retail stores or open markets)?

  3. If/what are the bottlenecks (weak points) in increased goods flow from port to retail stores?

GENERAL FUNCTIONS

Role objective:

To support with data collection for retail logistics assessments and information exchange on behalf of WFP Somalia in areas which are inaccessible or where access is limited - namely, but NOT LIMITED TO: Middle Shebelle, Hiran, Bakool, Lower Shebelle, Middle Juba, Lower Juba.

The Consultants will be made available on a full time basis following the monthly schedule activity plan prepared by WFP.

Activities:

  1. Visit districts (specified by WFP) and complete questionnaires provided by WFP through interviews with:

1.1 Retailers

1.2 Transporters

1.3 Local authorities

1.4 Financial providers

1.5 Key informants e.g. Head of Chamber of Commerce/markets/importers etc.

1.6 Household consumers.

Participation is voluntary. Contact should start by explaining advantages for the retail market and if party is interested then to respond to questionnaire.

  1. In case a retailer refuses an interview an alternative (simpler) form should be completed to prove existence if the shop in location in question.

  2. Distribution of EOI (Expression of Interest) to retailers.

  3. Verification of information through visits of retailers and completion of checklists.

  4. Sensitization/briefings for retailers on the Programme.

  5. Follow-up on identified issues with retailers at field level.

  6. Trainings on POS devices.

Performance Indicators:

  1. % of activities completed according to work plan - Target 100%

  2. % of questionnaires by district completed versus estimated number expected by WFP (as specified by WFP by district) - in case more questionnaires were not possible a brief note with explanation on why this was not possible should be included - Target 100%

  3. % narrative reports submitted per mission - Target 100%

  4. % narrative report for each briefing/training - Target 100%

Project reporting:

  1. Completed work plan of activities by district - for approval by WFP.

  2. Completed questionnaire by district as provided by WFP.

  3. Narrative report for each field mission.

  4. Narrative report for each briefing/training of retailers.

Team management:

Not applicable for these roles

ESSENTIAL EXPERIENCE

Education:

§ Bachelor’s degree in a relevant discipline.

Work experience:

§ Minimum of 3 years of demonstrable relevant Data Collection experience and/or minimum of 3 years of demonstrable relevant Logistics experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa with local experience in Mogadishu and Dolow is an advantage.

Languages:

§ Fluency in English is essential.

Key competencies:

Existing presence in Somalia.

Prior experience in data collection/survey activities.

Background in trade and or logistics and added value.

Availability/access to areas in question.

Other relevant information:

The Consultant will be required to have prior experience in M.Shebelle, L. Shebelle, Hiran, Bay, M.Juba, L. Juba. D
