I. Position Information

II. Organizational Context
In 2012, after a long and troubled transition, a new political dispensation was found in Somalia, with the adoption of the Provisional Constitution, the selection of a new parliament, the election of the president and formation of a new government.
The Provisional Constitution of Somalia envisages the creation of Federal Member States (FMS) that will together constitute the Federal Republic of Somalia. The final boundaries of the FMSs, which must be composed of two or more regions, will eventually be determined by the Federal Parliament on recommendation of the Borders and Federalization Commission (BFC). In the process leading up to the creation of the FMSs, regions have been merging together to form Interim Regional Administrations (IRAs), in line with the Federal Government of Somalia’s (FGS) “Vision 2016” document. Therefore it is critical time for the United Nations to work closely with the Federal Government of Somalia to rebuild Somalia.
The incumbent is expected to provide high level strategic coordination and communication advisory to the Boundary and Federalization Commission as well as to other departments of the government. S/he will also be expected to provide advice on dissemination of policy and programme to federate the country.
III. Functions / Key Results Expected
Summary of key functions:
*The role of the consultant is to be the lead facilitator of strategic coordination and communication on matters related to Boundaries and Federation Commission (BFC) and other partners.
The specific tasks that the adviser will undertake include:
- Provide advice to the Chairman and Members of BFC on federalism strategy to implement communication;
- Ensure the BFC’s vision as it relates to the constitution and federalism is carried out by the relevant federal institutions;
- Support BFC/FGS to organize National And regional level forums on Federalism and Boundaries issues, inclusive of Somalia Leaders forums;
- Assist the BFC to establish coordination and communication mechanism with relevant line ministries in ensuring that government policies are aligned with government priorities and constitutional mandated activities on Federalism to the BF commissioners on areas where significant policy gaps exist and make recommendations to ensure gaps and corrective policies measures are undertaken. To provide clear direction with concrete measurable targets to BFC commissioners on expected outcomes on their forums and consultations with all relevant bodies in the country

V. Recruitment Qualifications
**Education:
- Masters degree in Economics, Political Science, Public Administration, International Development or related field with equivalent professional experience.
- Bachelor’s degree with minimum 5 years' experience
Experience:
- At least 7 years of professional experience in national government, the United Nations, donor agencies and/or NGOs;
- A sound knowledge of Somalia and senior level experience of the Federal Governmental Somalia system is essential;
- Extensive experience in providing high level strategic communication advice to national government institutions is essential;
- At least 3 years of professional experience in fragile or conflict affected countries is essential; In-depth knowledge and understanding of public administration development issues as well as ability to carry out tasks in this terms of reference is desired.
Language Requirements:
Fluency in both spoken and written English. Knowledge of Somali is required.
