REQUIRED COMPETENCIES
Degree in Economics, Business Studies and/or Accounting
Min 2 year experience in developing country
Experience in administrative and accounting procedures
Knowledge of UE administrative and procurement procedures
Experience in supervision and planning of field logistics
Experience in supervising multi-cultural staff
Strong leadership, supervisory and people skills as well as experience with NGO procedures, approaches, and operations
Fluency in English (written and spoken)
DESIRABLE COMPETENCIES
Strong computer skills including Microsoft Word, Excel, accounting softwares
WORK CONTEXT
In the central-southern regions of Hiraan and Galgadug, Cesvi is involved in maternal-infant health emergency response with integrated activities to ensure rural and urban populations suitable access to health care services. It is also involved in the fight against malnutrition and in vaccination campaigns.
In Somaliland and Puntland the aim is to create public/private waste management systems and to improve the capabilities of local bodies, businesses and non-government bodies. 2010 saw the start of a protection, reintegration and psychosocial support programme for child victims of the conflict.
In the capital, Mogadishu, Cesvi is undertaking a hygiene environmental programme as well as activities for the disposal of emergency waste and for the health and protection of children. On the border with Kenya, in the Gedo region, another project for the protection of children is under way.
JOB DESCRIPTION
The collaboration will start in November 2013.
The main duty station will be Hargeisa with willingness to move within the local offices and in emergency areas.
Main tasks: Plan, supervise and deliver all project and programme related administrative functions: accounting, budgeting, procurement, financial reporting and monitoring
Ensure that the management of the program will comply with administrative procedures of Donors, local law and Cesvi and develop procedures and guidelines to this end, as well as provide on-the-job training and supervise administrative staff
Ensure an adequate reporting to the Country Representative/Desk Officer, as regard to the management/control of financial flows of the various projects, constantly monitoring expenses and cash flow (final balance and budget analysis)
Plan, supervise and control project and programme logistic functions
Assist Country Representative/Project Manager in the preparation of contracts with suppliers, partners and service providers and monitor contract administrative performance
