Organisational background

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, ACF is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Mogadishu (since 1995), El Berde (since 2012), Xudur (since 2014), Eyl (Puntland, since 2014) and Tieglow (2015).

The positions and responsibilities

ACF Somalia is looking for suitable Somalia National to fill Nutrition & Health Program Manager, based in Hudur. Reports hierarchically to the Field Coordinator and technically to the Nutrition & Health Head of Department , the Nutrition & Health Program Manager’s core responsibilities will include but not limited to the following:

Goal:

To establish and manage nutrition and health programmes.

Objective 1: Manage and supervise activities in the framework of the nutritional projects – (70% of time allocation)

v Management of the project cycle in nutrition and health

v Meeting the objectives of ACF in the nutrition and health centres

v The quality of the programme for which he/she is responsible

· Liaising with other program sectors to analyse needs in the area

· Guaranteeing the implementation of basic health and nutritional packages

· Promoting and supervising activities related to health care practice and organize child play activities and support groups within the nutrition and health centres

· Promoting and supervising high quality care for clients of the centre through innovative techniques (within the constraints of remote managing)

· Monitor the data reports and make recommendations on improvements on the system of data collection concerning the nutrition and health programme as a basis for the evaluation and continuation of the programme

· Preparing and validation of procurement requests, monitoring and controlling consumption

· Monitoring the budget and targets achieved with reference to the project proposal, and making any necessary adjustments in consultation with the finance teams

· Participating in the preparation and implementation of nutritional assessments

· Creating and developing a network for the detection and recording of clients, notably by the use of community mobilisation techniques in collaboration with capacity building PM

· Contributing to building on good practice, experience, and assessments through monthly feedback reports, communication tracking, monthly newsletters and information sharing etc.

Objective 2: Provide support and organise staff development programmes for the ACF teams – (10% time allocation)

v Evaluation of the skill level and technical competence of the ACF teams in conjunction with twice yearly performance appraisals

v Skills development for ACF colleagues in his/her programme

v Identification of training needs

v Ensuring the quality of training programmes established for the ACF teams

v The management of his/her teams (leadership, monitoring, motivation....)

· Identifying the teams' training needs on the basis of assessments and observations

· Organising and carrying out training sessions for his/her teams taking into consideration their profiles and the cultural context

· Establishing a programme of staff appraisal interviews, setting of objectives and organising follow up in collaboration with Human Resources, Field coordinator and Medical and nutrition coordinator

· Organising and leading meetings with the team and individual staff members, on both a regular and ad hoc basis

· Managing overall planning, the division and coordination of work through action plans, in collaboration with Field coordinator

· Lending management and technical support to teams in problem solving and in the organisation and coordination of their work

· Resolving problems arising in the teams with the support of field officers and, when necessary, in consultation with Human Resources and Field coordinator

· Identifying suggested topics/staff for training and facilitating with the Capacity Building Program Manager in joint training sessions for centre staff covering :

ü Nutrition and Medical protocols

ü Specific activities implemented in the nutrition and health programmes

ü The logistical management and organisation for nutrition and health programmes

ü Monitoring and reporting indicators

ü Evaluation of the needs revealed by data reports and assessments undertaken (nutritional investigations, rapid assessment, screening)

ü Soft skills; care practices and the reception of clients and those accompanying them, play sessions, consultations

ü Integrating nutrition into the basic health care package and other national programs (ie. JHNP, IYCF, BNSP)

Objective 3: Develop and implement strategic operations – (15% time allocation)

v Introducing a strategy for addressing the problem of malnutrition which is adapted to the local context

v Timely and high quality implementation of planned activities within his/her programme and alerting the Coordinator to any delays or excessive or under-use of resources

v Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis

v Identifying and proposing the development of new programmes

v Writing the nutritional and medical sections of proposals for nutrition and health activities

Ø Creating and promoting ACF Somalia strategy

Ø Preparation of new projects (narrative proposal, budget, project procurement plan) in consultation with Field Coordinator and Medical and Nutrition coordinator and formulating it with other areas of technical expertise with a view to developing shared and integrated approaches

Ø Sharing information on a regular basis with FSL and WASH managers in order to promote the development of an integrated approach. This to be Coordinated by the DCD(programs coordinator)

Ø Reporting :

ü Ensure reporting indicators are relevant to the programme

ü Collect statistical data and narrative reports from nutrition-health facilities to help adjust budgets and program activities to meet donor requirements and ACF strategy

ü Compile a weekly/monthly summary of indicators for his/her programme (APR etc), produce an analysis and prepare internal reports for the coordination team

ü Write regular progress reports for donors

Objective 4: Represent ACF – (5% time allocation)

v The professional standing of ACF in his/her geographical area

v The distribution to partners of information collected locally

v Respect for the principles and values of ACF in its relations with partners

v The quality of relations with partners

· Representing nutritional- health issues at national programmatic level, through Somalia cluster meetings and meetings with the Somalia MoH

· Presenting the programme to partners (the authorities, funding agencies etc) when requested or in the absence of the Medical and Nutrition Coordinator

· Identifying partners and other agencies in the area (gap analysis of who is doing what where) and feeding back to the Medical and Nutrition Coordinator

· Developing a framework for communication with local representatives (regular meetings, identification of key local actors and collaboration with them) in order to facilitate harmonious and productive relations

· Consolidating and building on experience to ensure the long term maintenance of activities and the spread of good practice

Qualifications, Experience and Competencies:

· Bachelor degree Nutrition, Nursing, Med or any related field

· Knowledge and 3 years’ experience in CMAM programming

· ACF experience in roles relevant to the position

· Training and experience in PCM (project cycle management)

· Experience and ability to design, manage and forecast budgets

· Working experience in analytical software (SPSS, EPiInfo, ENA)

· Working experience in the design, implementation and analysis of coverage surveys (SQUEAC/SLEAC), KAP surveys and/or rapid nutrition assessments and SQUEK survey.

· Excellent report writing skills and solid working experience in proposal development

· Certification in training methods/adult learning techniques.

· Patience

· Good relations with other people

· Good capacity to work in a team

· Capacity to manage priorities

· Fluent in Somali and English (oral and writing)
