OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The Somali Compact, endorsed at the New Deal Conference in Brussels on 16 September 2013, represents the concrete translation of an effective joint partnership between the Somali people and the international community, based on the New Deal Principles. It identifies the key priorities for Somalia over the period 2014-2016 under five Peacebuilding and Statebuilding Goals (PSG), complimented by cross-cutting issues including gender and capacity development. The Compact aims at strengthening national ownership and leadership of the implementation of the New Deal in Somalia. It brings together political, security and developmental priorities and also outlines a new financing architecture, within the Somali Development and Reconstruction Facility (SDRF). Beyond delivering on Compact priorities, the key objectives of the SDRF are to ensure the coordination of political, security and development priorities, encourage coordination and alignment of development assistance to the set priorities and to government leadership, and to improve the use of country systems over time in line with the New Deal principles. The present New Deal Compact is running till the summer of 2016, and may be extended. The New Deal forms the basis of the present Aid Coordination / Aid Management structures.

The SDRF establishes a coordination structure composed by a High Level Partnership Forum, a SDRF Steering Committee and technical working groups associated to the five Peacebuilding and Statebuilding Goals (PSGs) (in addition, a working group for Capacity Development has been established). These working groups facilitate and support sectoral policy formulation, planning and programmatic co-ordination, in line with the Somali Compact Partnership Principles. Each PSG Working Group is led by a Government focal point and co-led by international partners and brings together representatives from the Federal Government of Somalia, Parliament, regional authorities, civil society and international partners.

The Aid Coordination Unit (ACU) at the Office of the Prime Minister and the Ministry of Planning & International Cooperation (MOPIC) are the key government entities responsible for aid coordination, aid effectiveness and policy, and aid reporting and information management. ACU, MOPIC and the Ministry of Finance have recently agreed on a division of labor for effective management and coordination of aid and development resources.

The New Deal Compact will come to an end over the summer of 2016. The present consultancy takes place in the context of the elaboration of the post-2016 Aid Coordination and Management structure.

A number of developments inform the process:

The Aid Management Review

The Aid Coordination Unit has recently conducted an aid management review which provides recommendations for the establishment of a Somali-led Somali-owned aid information management system which responds to the expectations of the government, development partners and regions. The unit also promotes engagement of multiple stakeholders (including line ministries, regional authorities and civil society) in the implementation of the Compact and facilitates coordination amongst them and with donors.

The government, through the Ministry of Finance, has also developed a concept note with commitments and benchmarks to strengthen and increase the use of country systems by development partners.

The National Development Plan

Somalia, under the leadership of the Ministry of Planning & International Cooperation (MOPIC), is in the process of developing a new National Development Plan (NDP). The plan will be formulated through a participatory process which will engage sectoral ministries of the Federal Government, sub- federal administrations, civil society, parliament and academia, and will be supported by a number of international partners. The plan will set up priorities for Somalia for the period 2017-2019 and will embed Sustainable Development Goals, adapting them to the national context.

As per decision announced at the HLPF meeting which took place in Mogadishu in December 2015, the National Development Plan will build upon the achievements to date in the implementation of the New Deal Compact, maintaining the established oversight, planning and coordination architecture and maintain the link between political, security and development priorities. It will also address aid management and coordination, development effectiveness and the New Deal principles for engagement in fragile states. It is a priority for the Federal Government of Somalia to ensure coherence and continuity between the current Somali Compact and the upcoming National Development Plan (NDP), both in terms of development and reconstruction priorities and of use of existing coordination structures and funding and implementation mechanisms. Further, the development of the NDP must take into account the New Deal review and ongoing processes, planning, priorities and accomplishments.

Inclusion of sub-federal level government (and non-government) representation

Within a context of the building up of a federal model and of the recent emergence of new sub-federal administrations, ensuring an inclusive engagement of regions –particularly of sub-federal governments and civil society- in the implementation of the New Deal and the National Development Plan has been identified as a key priority in Somalia.

In order to promote regional engagement, the Aid Coordination Unit has been conducting awareness sessions in different regions and consultations to broaden national dialogue on the New Deal. The consultations with sub-federal administrations, as well as with citizens, are serving to increase the ownership of the New Deal process throughout Somalia. At the same time, the Aid Coordination Unit is facilitating sub-federal representation in all bodies of the SDRF architecture, including the High Level Partnership Forum, the SDRF Steering Committee, and the PSG and the Capacity Development Working Groups. Initial agreements have been reached on how this representation takes place; these arrangements need to be reviewed in the light of the (possible) evolution of the aid coordination and aid management architecture post 2016.

Despite substantive progress on ownership and engagement within the New Deal bodies, this requires further strengthening, in order to deepen the inclusion of regional/local priorities in the planning and coordination process. This must be linked to the ongoing discussion on fiscal federalism and decentralization and division of roles and responsibilities between the different administrative levels.

GENERAL FUNCTIONS

OBJECTIVES OF THE ASSIGNMENT

Against the background described above, the consultancy will focus on the following Objectives:

§ Drafting of the Chapter on Aid Management and Coordination of the National Development Plan (NDP). The chapter will incorporate relevant elements of outcome documents of recent international aid I (i.e. 3rd Global Conference on Financing for Development, Busan Partnership Forum for Effective Development Cooperation, New Deal for Engagement in Fragile States, etc.). The chapter will be drafted through a participatory process and must seek to gain buy-in of key national and international stakeholders. It will outline challenges, objectives, guiding principles and processes needed to provide, use and evaluate financial and non-financial aid effectively in the country, and the roles responsibilities of different stakeholders in this regard. In regards to the division of roles and responsibilities between the different levels of administration, due consideration must be given to the ongoing process of discussions on fiscal federalism and Constitutional review.

The Chapter must be coherent and complementary to the other parts of the NDP and decisions already taken regarding the link between the NDP and the New Deal Architecture, including the Compact.

§ Develop a costed proposal which sets up a framework for existing and emerging Federal Member States to participate effectively in Aid Management and Coordination related to the New Deal and the development and implementation of the National Development Plan. This includes, next to the Federal Government of Somalia structures, the (emerging or interim) Federal Member State of Jubbaland, Puntland, South West, Galmudug, as well as the Banadir Regional Administration and possible new Federal Member States that may emerge.

SCOPE OF WORK

For Objective 1) Drafting of the Chapter on Aid Management and Coordination of the National Development Plan (NDP):

The chapter shall contain 3 sections:

§ Contextual analysis of the current aid situation, challenges and issues in Somalia. This section must be coordinated and coherent with the process and findings of the New Deal review and post-2016 discussions.

§ Policy statements that describe the priority actions required from different stakeholders to address the challenges identified in section 1.

§ Implementation and monitoring framework that describes how, when, and by whom the policy statements will be implemented and monitored.

More specifically, the national consultant will support the international consultant:

§ Diagnose the existing aid coordination and aid information management system.

§ Identify key challenges and bottlenecks for effective aid management and proposal of solutions.

§ Clarify roles & responsibilities of the different stakeholders involved in aid coordination and management.

§ Define preferred and most appropriate aid modalities for the implementation of the NDP, and explain the role of aid in the realization of the objectives of the National Development Plan, in tandem with national resources and respecting fiscal sustainability. This should also be in line with ongoing discussion on fiscal federalism.

§ building upon the reviews and findings obtained through the Compact implementation, present options for further improving effective use of resources, in line with the principles contained in the Paris declaration, Accra Agenda for Action, Busan Global partnership principles and New Deal principles.

§ Describe coordination structures in line with the decision taken on the post-2016 aid coordination framework. Describe a mechanism to promote regional engagement in the implementation of the National Development Plan and coordinated action between the Federal Government and sub-federal administrations and link to proposals for decentralization that will be described elsewhere in the NDP (this section will be coherent with the proposed framework for regional engagement in New Deal/National Development Plan implementation – second objective of these ToRs).

§ describe the strategy to monitor and evaluate aid effectiveness (and provide recommendations to update the existing Compact M&E framework), in line with the review of the Partnership Principles and Compact monitoring

§ identify the key principles to promote the use of country systems (based on current work being undertaken by government and donors) including but not restricted to On-Budget Aid, Alignment, Donor Finance Agreements, Joint Assessments, Development Framework Agreements and others key policies.

§ Integrate global and African recommendations, particularly on domestic resource mobilization, South-South and Triangular Cooperation, inclusiveness (with particular emphasis on civil society and private sector engagement), gender equality & women’s empowerment, and capacity development.

The Chapter will be the result of a consultative process which will involve different government departments of all levels of administration, international partners, UN, Civil Society Organizations (CSOs), private sector and trade unions will build on existing aid coordination structures and processes in Somalia and will consider the latest recommendations in the international debate on development effectiveness, as well as the ongoing discussions and subsequent decision regarding the New Deal Review and post-2016 architecture.

The Ministry of Planning & International Cooperation and the Aid Coordination Unit of the Federal Government of Somalia will lead the government oversight of the consultancy and provide guidance on the approach to develop the chapter and will facilitate consultations with different entities.

Specific deliverables related to Objective 1 of the consultancy are the following:

§ Draft outline of the Chapter contents for key stakeholders in Government and the IC to provide initial comments (5 March).

§ Preparation of the Chapter, expanded outline – draft (13 March).

§ Draft chapter with full list of policy statements that are high priority, clear, implementable, realistic (23 March).

§ Support developing an implementation and monitoring framework with clear timelines, actions and appropriate stakeholders for devised policies (end of April).

§ Support to holding of Focus Group Discussion with international partners to discuss and rationalize final Draft. Incorporation of donor comments into the Aid Management, Coordination & Effectiveness Chapter – based upon a short report on donor feedback following the Focus Group discussion (24 May).

§ Short outline of the relevant Chapter for presentation purposes (31 May).

For Objective B) Development of a costed proposal which sets up a framework for existing and emerging Federal Member States to participate effectively in Aid Management and Coordination related to the New Deal and the development and implementation of the National Development Plan. (Proposed deadline: 25 May - with May 31 to incorporate comments)

The national consultant will support the international consultant deliver a costed proposal for the setting up of a strategic, technical and operational framework to promote regional engagement (particularly of the sub-federal States of Puntland, Galmudug, South-West Somalia and Jubbaland, and the Region of Banadir) in the implementation of the National Development Plan. This framework must take into account and build upon decisions and processes already in place and be coherent with ongoing discussions on fiscal federalism. It must in addition, consider the fiscal sustainability of the said framework and underlining structures.

Building up on the principle of national ownership, the proposed framework will contain statements that can promote and encourage the following:

§ Strengthen dialogue and national leadership roles at the sub-federal level and between the Federal Government of Somalia and sub-federal stakeholders on the National Development Plan priorities and implementation;

§ Facilitate engagement of multiple stakeholders (including regional and local authorities, central government institutions, private sector, civil society - including women’s and youth groups and academia) in the proposed sub-federal states in the implementation of the National Development Plan;

§ Promote the alignment of regional and national planning and development prioritization processes and the inclusion of sub-federal development and reconstruction priorities in national development planning frameworks;

§ Contribute to accelerating the delivery of results of New Deal programmes and projects at the sub-federal level

The proposal will take into account the specific context and institutional capacity of the different states and regions considered, and will estimate the costs of:

§ Promoting regular multi-stakeholder dialogue on the implementation of the National Development Plan in the proposed sub-federal states and Region of Banadir.

§ Facilitating participation of a limited number of sub-federal representatives in meetings of the different SDRF coordination bodies (as per the arrangements already established by the SDRF Steering Committee).

FINAL PRODUCT/DELIVERABLES

The national consultant will support the international consultant in producing the following deliverables:

§ Chapter on Aid Management and Coordination of the National Development Plan (NDP).

§ Costed proposal which sets up a framework for existing and emerging Federal Member States to participate effectively in the Aid Management and Coordination related to the New Deal and the development and implementation of the National Development Plan.

ESSENTIAL EXPERIENCE

Education:

§ Advanced degree, preferably in development studies, economics, management, finance, public finance, public or business administration or any other relevant fields.

Work Experience:

§ Demonstrated knowledge of the Somalia development agenda, mechanisms and principles of aid effectiveness (global and local), and intra-governmental processes.

§ Experience in advising government ministries, regional governments, agencies and divisions on aid accountability and monitoring, including experience of results-based management and the monitoring and evaluation of aid.

§ Knowledge of international development cooperation and cooperation agreements.

§ Excellent communication (spoken and written) skills in Somali and English, including the ability to communicate proactively with key stakeholders, correctly interpret messages from others and respond appropriately. The candidate will demonstrate openness in sharing information.

§ Excellent interpersonal skills; ability to establish and maintain effective working relations with people from diverse background.

§ Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

Other Information

The national consultant is required for approximately 4 months from mid-March to mid-July. When in country the consultant will be expected to work 6 days per week (in accordance with local practice). Most of the work will be completed by late June 2016. The timeframe is based upon 3 visits to Nairobi and Somalia with the balance of work undertaken out of country.

MOPIC, ACU and UNDP Somalia will make all efforts to ensure the consultant has the materials, documentation, and technical support required to implement the assignment.

The consultant will sit at the Ministry of Planning & International Cooperation and will work closely with the Ministry of Planning & International Cooperation and the Aid Coordination Unit at the Office of the Prime Minister of the Federal Government of Somalia, as well as with the international consultant and the UNDP Project Manager and Team Leader. All outputs must be completed, discussed and agreed with the MOPIC-ACU-MOF-UNDP Oversight Committee prior to the consultant’s departure. If security permits, the consultant might be requested to visit Kismayo, Baidoa, Garowe and/or Adado to have consultations with local stakeholders and authorities.
