OVERVIEW OF THE POSITION
In 2012, after a long and troubled transition, a new political dispensation was found in Somalia, with the adoption of the Provisional Constitution, the selection of a new parliament, the election of the president, formation of a new government and creation of Federal member States (FMS) states towards effective federalism process.
The Provisional Constitution of Somalia envisages the creation of Federal Member States (FMS) that will together constitute the Federal Republic of Somalia. The final boundaries of the FMSs, which must be composed of two or more regions, will eventually be determined by the Federal Parliament on recommendation of the Borders and Federalization Commission (BFC). In the process leading up to the creation of the FMSs, regions have been merging together to form Interim Regional Administrations (IRAs), in line with the Federal Government of Somalia’s (FGS) “Vision 2016” document.
In order to facilitate Federal member states creation and strengthening process, the Boundaries and Federation Commission (BFC), recently established, has a huge task in assessing boundary delimitation process, boundary related conflict resolution and citizen engagement and assessment of the legality and viability of new states before certifying them. This calls for need based organization structure and policy and public engagement strategy for BFC. In this context, BFC with the support of our client in Somalia, plans to partner with Independent Electoral commission (IEBC) of Kenya to seek technical assistance in the area of boundary demarcation, organizational, strategic and policy development and civic engagement process. IEBC Kenya has a well-established Boundary Delimitation department and has extensive experience in the related field. Besides this, the technical assistance support from IEBC Kenya to BFC Somalia will strengthen political and institution relationship towards Somalia State building process.
The Technical Advisor (TA) Boundary Demarcation (Research, Planning and Public Engagement), seconded from IEBC to BFC, is expected to provide technical assistance in formulation of BFC Strategic and Organization plans, Research methodology, public engagement strategy and guideline for the Boundary and Federalization Commission(BFC). BFC plans to develop Strategic Plan and adopt standardized public engagement strategy on boundary delimitation and federalization, implementation plan and create cohesive linkages between different actors: State, Private sector and civil society and as well as federal government institutions. The TA is expected to support the Boundaries and Federation Commission (BFC) Somalia in its effort to establish basic research unit and public engagement strategy to implement boundary demarcation interventions across the country.
GENERAL FUNCTIONS
Key objective of the assignment:
§ The key objective of the TA assignment is to support BFC in establishing civic engagement strategy and basic data collection and research unit.
Key Tasks:
§ Review of Secondary data and reports on Somalia Boundaries and demarcation.
§ Assess historical records of boundaries of the Somalia Republic and its extent from 1600 AD to the current situation.
§ Conduct consultation and dialogues with BFC members on the organization vision, tasks and envisaged.
§ BFC functions in next three to five years.
§ Facilitate in developing strategic plan for the BFC.
§ Conduct design of the public outreach strategy, policy and implementation plan.
§ Prepare and give technical input on the analysis of both quantitative and qualitative data on boundaries of
Somalia; federal and administrative units.
§ Design the research methodology and data collection tools for the boundaries delimitation.
§ Initiate design of the methodology for delimitation of the boundaries of Somalia that will include;
o The federal units,
o The administrative units
§ Formulate an archival and retrieval system for all the data from the delimitation process.
Deliverables:
§ An inception report, including work plan/timelines.
§ Deliver workshops for the BFC members/advisors on the design for research and data collection for the delimitation process.
§ Develop BFC Organization Structure, budget, planning and management processes.
§ Draft BFC Strategic plan for three years.
§ Develop Public Engagement Strategy and guideline on engagement of civil society, citizens and the government in the delimitation process.
§ Develop data analysis methodology and tools related to boundary delimitation.
§ Develop archival and retrieval system for the data collected during the delimitation process.
Expected Outcomes:
§ BFC organizational structure and plan in place.
§ A public engagement strategy and plan on Boundary delimitation in place.
§ Research and public engagement unit structure and TOR in place.
§ BFC members gain understanding on Boundary demarcation, data collection, research and public engagement process.
ESSENTIAL EXPERIENCE
Education:
§ At least 7 - 10 years of professional experience with a Master Degree in Political Science /Public Administration/HR or related field.
Work Experience:
§ At least 7 years of professional experience in conducting, researches, on political systems and boundaries
§ At least 5 years of professional experience in boundary delimitation process at national level
§ Have in-depth knowledge of strategic planning, organizational development and political systems development, and implementation governance process and structures in context of boundary delimitation process
§ Experience in mainstreaming gender in programmes and projects
§ Specific experience in carrying out the tasks described in this TOR
§ Demonstrated knowledge in the cross-cutting themes of capacity development and gender

§ Excellent analytical skills, ability to synthesize and clearly present complex processes and issues to service the information needs of diverse audiences
§ Ability to translate strategic thinking and innovative ideas into practical operational recommendations
