SPECIAL VACANCY NOTICE I. POSITION INFORMATION SVN No: Position title Position grade Duty station Duration SVN/IOMSO/028/2016 Project Assistant G5/1 of the UN Salary Scale for Somalia Bossaso, Puntland Somalia 6 months special all-inclusive contract Job family: Organizational unit: Subject to rotation Programmes Mixed Migration Unit No Reporting directly to Mixed Migration Project Coordinator General supervision by Bossaso Head of Office Overall supervision by Chief of Mission II. General Functions Under the overall supervision of IOM-Somalia Chief-of-Mission in collaboration with the Bosaso Head of Office, and under the direct supervision of the Mixed Migration Project Coordinator, the successful candidate will provide technical and administrative assistance to carry out the activities of the Mixed Migration Regional Program. In particular he/she will: III. RESPONSIBILITIES AND ACCOUNTABILITIES 1. Develop strong working relationships with key stakeholders in implementing Mixed Migration Programme activities, including but not limited to Puntland government agencies, civil societies, and the media. Act as a liaison person between those key stakeholders for the Mixed Migration Project Programme. Additionally this staff will serve as inter-locutor between IOM and the Boasso Migration Response Centre (MRC) to ensure completion of activities, financial and narrative reporting. 2. Arrange meetings, provide logistical support for field mission’s to/from/within PL, and provide interpretation (English-Somali) in the meetings if required. 3. Coordinate emergency assistance activities such as NFI distributions and participation in humanitarian assessment exercises; 4. Assist the Project Coordinator in collecting any relevant information on Mixed Migration Flows as well as Human trafficking cases in Somalia. 5. Assist the Project Coordinator in monitoring the activities carried out by IOM partners. 6. Maintain records on project activities in Puntland, by extracting relevant information from reports, budget records and other documentation, make information available, for country briefings, and other related purposes and ensure that project cycle deadlines are met. 7. Prepare regular draft reports, including project updates, reports on meetings attended. 8. Regular monitoring of implementing partners’ activities and reports. 9. Active and regular participation in the Mixed Migration Task Force (MMTF) and Cluster Meetings. 10. Submitting regular weekly reports that include narrative and summary of quantitative information related to activities. 2 11. Undertake duty travel as required. 12. Perform other duties as may be assigned. IV. EDUCATION AND EXPERIENCE 1. Bachelor’s degree in political science, international relations, public administration, international law, development studies, or other relevant fields of studies preferable. 2. At least 5 years’ experience working with international NGOs/UN agencies for human rights, conflict resolution, or vulnerable populations. 3. Working experience in project management, including administrative and financial management, as well as monitoring and evaluation. 4. Ability to work independently and effectively, and to deliver the work under strict deadlines. 5. Desirable IOM Competencies: A) Behavioral - Accountability, Client Orientation, Continuous Learning, Communication, Creativity and Initiative, Leadership and Negotiation, Performance Management, Planning and Organizing, Professionalism, Teamwork, Technological Awareness. B) Technical - Delivers on set objectives in hardship situations, effectively coordinates actions with other implementing partners, works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives. (Based on IOM Competency Matrix) 6. Proficient in the use of computers and in Microsoft Office. VI. LANGUAGES Required Excellent command of spoken and written English and Somali Advantageous Working knowledge on Amharic and Oromo advantage.
