OVERVIEW OF THE POSITION In August 2012, after two decades of devastating civil war, Somalia established the Federal Government heralding the start of a new political and socio-economic chapter in its chequered history. The Somalia Federal Parliament was inaugurated in Mogadishu, followed in September with Somali Parliamentarians selecting Hassan Sheikh Mohamud as the country’s President. One of the first tasks for the new administration was to set out a vision for the recovery and development of a country battered by war and inter-clan rivalry in a ‘Six Pillar’ development plan. The Somalia New Deal Compact was endorsed on 16 September 2013 by the Federal Government and the international community, pledged support to enable its implementation and re-commit to the Somali political process. The Compact presents specific priorities drawn from the Six Pillar Programme of the FGS. In it, the Somalis and the international community agreed on the most important priorities in five areas - the Peacebuilding and Statebuilding Goals (PSGs). Under PSG 5, Education is highlighted as one of the priorities under the Go-2-School Initiative: Educating for Resilience (2013-2015) in order to restore the sector.
The education sector in FGS took a major step in 2012 towards restoring the public school system. In July 2012, FGS officially joined the GPE partnership that emphasizes the coordination and partnership with the ESC. Our Client is the Managing Entity (ME) and EU/USAID are the Coordinating Agencies (CAs) for the on-going GPE Programme. Furthermore, GPE funded the development of a Transitional ESSP (2013-2015). Based on this Transitional ESSP, FGS was granted approximately $8.2million for implementing the programme over the course of three years (2014-2016). The SFG’s commitment to the GPE Programme is high, however, the grant utilization and implementation of activities are severely delayed. Not only, in late-2014, it became apparent that under the status quo, approximately $1.5million will be left as a reservation by the end of the programme in December 2016. Key three reasons for this reservation are 1) change in the payment mechanism for teacher incentives, 2) less number of teachers supported, 3) delayed recruitment of the Regional Education Office Technical Advisor (TA). Since mid-2015, discussions are being held in order to re-programme the GPE for an effective re-allocation of the expected reservation. The proposal of the re-programming is yet to be approved by the GPE.
There are a number of factors that create a challenging environment for the smooth delivery of the Programme. The challenges that FGS faces are complex, multifaceted, and differ according to various political, social, and institutional contexts. The political and security instability is acute, minimal government budget, and low capacity of the MOECHE exacerbates the delay of the Programme implementation. The MOECHE is facing a perpetual shortage of staffing, in addition, challenged with high staff turn-over.
GENERAL FUNCTIONS Considering the level of institutional capacity and the politically-sensitive nature of the GPE programme combined with the effort to harmonise donor programmes, the client as the ME is expected to provide solid assistances to pave way for a successful implementation. While the expected responsibility on the client is high, the client’s Head of Education Section for central and southern Somalia is vacant since August 2015. In addition, the office is managing multiple donor programmes other than GPE that are already outstretching the current staffing. The GPE Programme is expected to expire in December 2016. With just one year left, additional technical assistance is required to specifically accelerate the planned activities under the GPE Programme and well-assist the MOECHE as well as the ESC. The consultancy will be based in Mogadishu, the capital city of FGS, in order to provide day-to-day technical assistance for delivering the GPE activities.
Project Output Updated Action Plan (post re-programming). Updated M&E Results Framework (post-reprogramming). Monthly activity memo on specific tasks and actions under each component area set for the month (based on the Action Plans/Monitoring Plans). Agreed weekly action points with the MOECHE. Monthly VCT meeting (with meeting minutes and action points) with the client Chief Education, and Programme Manager) for sharing status of activity implementation, bottlenecks, good practice examples, and/or issues to be raised and discussed.
Project Reporting The consultant will work closely with and report to the client, under the overall responsibility of the GPE Programme Manager (based in Nairobi). In collaboration with the client education staff members based in Mogadishu and Baidoa, Chief of Education, and the GPE Manager, the work will be carried-out in close collaboration with the key stakeholders in Somalia (including MOECHE, ESC and other partner organizations in coordination with the CA). In this regard, this consultancy will involve occasional travel to Nairobi. The consultant will hold regular meetings with the client (as requested) and other relevant partners during the consultancy to ensure a healthy and transparent environment for assisting the implementation of the Programme. A monthly activity memo is expected to be submitted to the GPE Programme Manager at the end of each month..
ESSENTIAL EXPERIENCE
Education: Advanced university degree in Management & Administration, Education, Education Programme Management, Social Sciences, Development Studies, or related disciplines.
Work Experience: At least 5 year of experience in the field of education programme planning and management, social sector planning and design and/or related fields.
Geographical Experience: Experience in developing countries particularly in the fragile states and working experience with international organizations is an added advantage.
Language Requirements: Fluency in written and spoken English is essential. Fluency in Somali language is a plus.
Key Competencies: Good interpersonal and negotiation skills. Experience in teacher payment and/or teacher management is a plus. Experience of programme monitoring and evaluation in the field of social development or education programme is an advantage. Good writing and communication skills.

The outputs and reports produced under this assignment remain the property of the client and MOEHE/MOECHE of the three governments, which retails the right to use it in whatever way or form it deems appropriate.
