Finance and Administration Coordinator – Hargeisa, Somalia
The Finance and Administration Coordinator will ensure FCA financial and administrative policies, systems, processes and procedures are implemented and developed. The Finance and Administration Coordinator will report to the Country Manager. The position is based in Hargeisa with frequent travels to Mogadishu.
Duties and responsibilities:
Ensure that country set up adhere to FCA policies, donor and auditor requirements
Implement FCA’s financial systems, routines and procedures
Management of financial & admin team
Training of managers and staff with financial responsibilities
Provide regular analysis and reports
Lead on the financial monthly closing of SOCO accounting books.
Lead on the monthly rebooking of expenses booked from Head Office.
Closely monitor of level of expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with Senior Management.
Analyse, Elaborate & Finalise all the financial reports to Institutional Donors
Ensure effective cash flows, preparing forecast of expenditures and submitting monthly cash requests to Head Office.
Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.
Elaborate, Monitor and Update the Country Financial Plan, identifying funding gaps and allocation of costs to existing donors.
Provide finance verification of purchase and payment request up to his/her authorization limit.
Review and update Standard Operating Procedures in Finance if relevant changes in Operations happen.
Lead on preparation and assistance on Internal and/or External Audits and other financial documentation revision from any external body.
Competence and Personal Requirements:
Strong experience working on a Senior finance role in a humanitarian/recovery context
Degree in Accounting, Business and Administration or finance-related fields
Knowledge of the East Africa context (with focus on Somalia)
Proven experience in Institutional Donor´s contracting & management (EU, DFID, USAID, ECHO, etc.)
Capacity of relationship with different actors (CM, donors, finance and program staff, partners, HQ)
Capacity of supervision of the team
Ability to prioritize work
Ability to delegate responsibilities
Problem solving attitude
Ability to build/elaborate new budgets, annual financial plans, costs-sharing, etc.
Knowledge of English as a working language, other language skills are an advantage
The contract duration is for one year starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience.
