Somalia: CONSULTANCY-LAND CERTIFICATE PROGRAMME & CURRICULA DEVELOPMENT

The Norwegian Refugee Council established its ICLA programme in Somaliland , Puntland and South Central Somalia in 2013 to support secure land tenure for shelter beneficiaries. The programme focuses on housing, land and property rights through the provision of information services, legal counselling, and legal assistance. In addition, the ICLA programme conducts training activities for both humanitarian and local actors on housing, land and property rights. NRC is committed to including IDPs in land dispute resolution and decision-making processes to help them achieve a durable solution (return, local integration or relocation) to their displacement.

NRC seeks to hire a consultant for implementation of a land certificate project at universities in Somaliland and Puntland. The assignment will take 130 working days, over a period of six months, starting from the approval of the inception report by the project office.

PURPOSE:
With the ultimate objective of building capacity of law schools and other relevant faculties in local universities, NRC is seeking professional services to:

  1. Deliver training to local universities (Training of Trainers) on designing certificate programmes and university curricula on land governance, administration and management university curriculum
  2. Select University partners to design and deliver such activities.

The land certificate programmes are particularly addressed to professionals in public national and local administrations, namely in the Ministries of:
• Planning
• Interior Affairs
• Rural Development and Environment
• Public Works and Transport
• Justice

The certificate programmes will equally target officials in the municipalities and local government, as well as members of the Police and judicial branches.
The land curricula target students who intend to pursue a career in the public civil service, in legal affairs or in academia. The ultimate goal of these activities is to enhance the capacity of current (and future) civil servants to support land policy processes and land related legislation

SCOPE OF WORK:

The list of activities comprises of the following:

  • Developing training materials and conduct Training of Trainers addressed to local academic centres on how to develop and deliver land certificate programmes
  • Developing training materials for land certificate programmes in consultation with the beneficiaries of the training of trainers from selected universities including overseeing the development of the materials
  • Developing curricular programmes on land governance management and administration to be delivered in national Universities in Somaliland and/or Puntland (duration: one semester)
  • Delivering land certificate programme and land curricula modules (one semester)
  • Conducting exams and award certificates
  • Holding certificates award ceremony
  • Raising awareness about the modules (both certificates and curriculum)
  • Supporting a network of 4 pre-selected Universities, 2 in Somaliland and 2 Puntland interested in the adoption of curricula and certificate programmes
  • Organizing workshops or conferences, if required.
  • DELIVERABLES
  • The consultant will deliver the following:
  • A suggested timetable for site visits and interactions with the Universities, the faculties and targeted beneficiaries of the project.
  • A series of reports detailing the Consultant’s inputs to the scoping phase and a final summary report and assessment of services rendered;
  • A list of proposed courses
  • A Land curriculum for students
  • A land certificate program for professional profiles, as indicated above
  • A land certificate and curricula program (not more than 25 pages long) covering the following:
  • Literature Review on land certificate programs;
  • Analysis of successes and failures of land certificate programs;
  • Guidance to designing and implementing and land certificate and curricula (design process, critical factors, limitations and challenges, etc.);
  • Assignments, exercises, tests, and exams
  • Simulations
  • Case studies ;
  • Lessons Learned;
  • Conclusions and Recommendations
  • SCHEDULE
  • This assignment is expected to require about 130 working days over a period of six (6 Months) , starting in November, 2015 .The schedule shall be determined in discussions with the Universities, the NRC and UN Habitat and will depend on the implementation schedule and other technical requirements.
  • REPORTING
  • The Consultant will report directly to the NRC Head of Programs who will supervise the assignment.
  • All reports are to be written in English. The Consultant will provide an electronic version of all the required deliverables. The reporting will be completed in form and substance acceptable to the NRC and UN Habitat
  • NRC as implementing partner shall share such reports with UN Habitat as stipulated in the Agreement of Cooperation (AoC)

Qualifications

  • Advanced degree in Law, Land Management and Administration, Development studies, environmental and/or social sciences with a minimum of 10 years of relevant experience - preferably but not exclusively in developing countries - with a comprehensive and in-depth expertise in development, implementation and assessment of Land Certificate/curricula programs
  • Strong knowledge of principles and processes of land management, administration and governance;
  • Experience working with a wide spectrum of Universities and faculties on curriculum development and development of programs
  • Knowledge and experience in working with land administration, management and governance programs and facilitating training programs and multi-stakeholder land programs for government officials, public offices, University dons, University students and other local stakeholders. Experience with promoting participatory monitoring and evaluation techniques is highly desirable;
  • Fluency in English essential; knowledge of Somali desirable.
  • Demonstrated professional leadership and ability to coordinate a team of professionals in the implementation of major training efforts;
  • Capacity to think creatively in dealing with land policy and operational issues while maintaining a strong client and results orientation;
  • Strong written and oral communication skills, demonstrated ability of making effective presentations to diverse audiences.

Financial proposal: The financial proposal should provide cost estimates for services to be rendered including daily consultancy fees.

NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
