OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The goal of the Youth for Change (Y4C) Joint Initiative is to contribute to the improvement of security and the reduction of violence in target districts in South Central Somalia and Puntland through social rehabilitation and economic reintegration of vulnerable children and adolescents (ages 10-18) and youth (ages 18-24) who are at risk, in contact with the law or affiliated with criminal behaviour. The initiative provides a continuation of the successful Youth at Risk and Youth for Change programmes which have been implemented since 2011.

The Resident Coordinator’s Office (RCO), recognizing the importance of youth as a cross-cutting issue for programming is currently in the process of enhancing the coordination and cohesion of humanitarian Agencies, Funds and Programmes youth programming, in particular through the elaboration of a joint humanitarian Youth Strategy.

The Consultant will be based in Mogadishu and has been delegated the responsibility for achievement of Youth for Change project results in Puntland and in South Central Somalia and act as focal point for youth issues within Government and Rule of Law (GROL) and as with relevant youth initiatives liaison and between GROL and the Youth employment component of Poverty, Reduction and Environment Protection (PREP), as well as the RCO. Within agreed constraints in the detailed workplan, the incumbent is fully accountable for the delivery of project activities and the achievement of project outputs in this area. In terms of reporting on strategic and substantive matters, the Programme Analyst reports to the GROL Programme Manager and the GROL National Programme Specialist (2nd Supervisor).

GENERAL FUNCTIONS

The Consultant will contribute to establishing the systems and structures in place for successful and efficient implementation of the Youth for Change Joint Initiative and the greater Youth Strategy and Policy development.

Scope of work/expected output

§ Liaising with PPU and Mogadishu office in order to ensure partners are selected and capacity fully assessed.

§ 4 implementing partners selected and agreements (with risk mitigation measures in place) signed for implementation of Y4C in 3 locations in South Central (TBD) and 1 in Puntland (Bossaso). Agreements are completed with all support documentation and done in accordance with the client’s standards.

§ Monitoring, data and knowledge management tools developed, tested and implemented. Orientation week for partners organized with all logistical arrangements completed.

§ All Partners are provided with starter kits: Updated reporting formats; monitoring tools; curriculum reference documents. Kits are completed with all Youth for Change Social rehabilitation.

§ Printing of all manuals is completed and manuals are delivered to partners before implementation.

§ Work planning based on new budget completed for full implementation.

Monitoring and Progress Controls

§ The Consultant will submit all work for approval by the Project Manager.

Review/Approval Time

§ All deliverables will be approved by ROL management before to certify outputs prior to authorizing payment. Once approved, authorization will then be communicated through CTG.

ESSENTIAL EXPERIENCE

Education

§ Master’s degree preferably in peace, conflict and security, economics, business or public administration, political or social science, law, international studies, development studies or any other related field is a requirement with a minimum two (2) years’ experience (if holding advance university degree).

§ A first level university degree in a relevant field and minimum four (4) years’ relevant experience may be accepted in lieu of the advanced university degree.

Experience

§ Relevant experience at the national or international level, is required; proven track record of successfully assuming responsibilities of similar size and complexity.

§ Technical expertise in community security, socio-economic rehabilitation and reintegration, social cohesion, peace and/or conflict and/or other directly related fields.

§ Experience in inter-agency coordination of development or humanitarian assistance and working with the United Nations is desirable.

§ Experience in the use of computers and Microsoft Office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheets and database packages.

Languages:

§ Strong written and spoken English skills - Knowledge of Somali language is a requirement.

§ Excellent knowledge of financial rules and regulations, accounting.

§ Excellent knowledge of Results Management Guide and Toolkit.
