1.THE CALL FOR PROPOSALS

1.1.About the Somalia Disaster Management Authority (SODMA)

Although a government is in place and the security situation is better than it has been since the outbreak of the civil war, Somalia still remains in a fragile state. In this context, Somalia’s fledgling institutions have a role to play in rebuilding the country. Somalia Disaster Management Authority (SODMA) is one such institution. The SODMA, under the Ministry of Interior and federalism, is mandated to formulate and enforce national disaster policies and regulations at regional and federal levels as well as collaborate closely with various government ministries, NGOs, and UN agencies to jointly coordinate efforts to conduct its disaster management and a wide range of emergency operations in the country. SODMA aims to develop sustainable operational capacity and professional competence to undertake its disaster response operations at its full capacity. The functions and duties of the SODMA are defined by the Ministry of Interior and federalism in Somalia. The authority is charged with the following duties:

• To act as the implementing, coordinating and monitoring body for disaster management.

• To prepare the National Plan for Disaster Management, coordinate, monitor and implement the national policy of Disaster Management.

• To provide necessary technical assistance to the regional governments and the municipal authorities for preparing their disaster management plans in accordance with the guidelines laid down by the authority.

• To coordinate responses in the event of any disaster situation.

1.2.Proposals invitation

In line with the above SODMA objectives and due to limited resources; SODMA is not able to properly execute its core mandate. Adeso therefore with funding support from OFDA /USAID is currently undertaking SoDMA institutional capacity assessment to determining the institutions capacity and the existing gaps that limiting SoDMA’s full function. Adeso is inviting submission of proposals on the development of a comprehensive strategic framework for SODMA, the ideal proposal will ensure rigorous methodologies to be utilized in undertaking the whole process of developing a comprehensive strategic framework of the Somalia Disaster Management Authority, detailing how the federal government will connect and work with different stakeholders to effectively and efficiently respond to disasters, provide technical assistance to the regional governments and municipal authorities- including coordinating responses in the event of any situation of humanitarian importance.

Specific objectives of the process to include;

· To review the Somalia disaster management authority capacity with focus on their strengths, weaknesses, opportunities and threats.

· To extract and utilize the recommendations and lessons learnt from the SoDMA institutional capacity assessment report

· To analyze SoDMA gaps in terms of strategic direction, operational policies or existing institutions implementation frameworks, institutional alignment and implementation of actions as well as the future possibilities.

· Develop a comprehensive, cohesive and well-coordinated SODMA strategic framework incorporating government ministries, UN agencies, International organizations as well as local non-governmental organizations and private sector that will help ensure that SoDMA has well-coordinated and focused risk mitigation measures in place;

· Demonstrate to government line ministries, INGO’s, the UN, private sector, civil societies and other stakeholders of how their disaster and emergency response works are linked to meeting the SODMA strategic framework objectives that is aligned to the overall government goals on disaster mitigation and management.

The strategic framework will link key government ministries policy agenda for disaster reduction and management, outline the already existing gaps including missing specific disaster management plans in line with their areas of jurisdiction e.g. district, municipality or regional levels. Submitted proposal will be further defined criterion to use to be revised at the onset of the assignment.

The developed strategic framework from this exercise will be shared through consultative process, workshops and launching event to UN agencies, INGOs, LGNOs, government agencies including stakeholders (including the civil societies and private sectors) with an aim to have ownership in the process and to support the action of implementation of disaster management plans/framework from within the government of Somalia.

By way of illustration only, proposals shall consider

This assignment will require the engagement of a consultant with governance and institutional development experience including disaster risk reduction and management skills, community relations/engagement plan development with a background in project management. Based on the above stated consultancy objectives, the scope will include;

  • Familiarizing with the history, vision and mission, and recent work of SODMA including undertaking consultations with relevant staff, ministry heads as well as review of the previous strategic plan if available Vetting of draft strategic plan and data already collected.
  • Developing an understanding and capturing the current context SODMA including the community level risks by first analyzing reports and other resources available within the government and other external sources;
  • Developing a content of the strategic framework for review and discussion with SODMA and line ministries including other stakeholders.
  • Review of the results from SODMA capacity assessment on their strengths, weaknesses, opportunities and threats.
  • Reviewing SODMA’s activities, processes and decision making structure to recommend required changes to improve their effectiveness and evaluating key strategic objectives, operational approaches, and high-level indicators for successful implementation of SODMA processes;
  • With consultation of the staff and line ministries, develop the SODMA capacity building plan with recommended structure and processes for sustainability. This will include drafting terms of references for key staff positions, developing organogram, communication system & lines of command.

1.3.Budget

The consultant should provide a detailed cost breakdown of the consultancy assignment i.e. Constancy rate per day to be decided based on the assignment to be undertaken. Any other costs incurred, such as international travel and accommodation, should be mentioned in the proposal and the submitted budget. Adeso will decide to cover such costs either directly or through the contract agreement.

Adeso will organize for the logistics of local travel and other related costs of meetings including workshops.


How to apply:

1.1.Who should apply?

A dedicated individual/team for this assignment should be provided; led by a qualified lead consultant tasked with the selection and making contact with different stakeholders; the team will act as the think tank to provide advisory and strategic guidance to the entire process of assessment, activity review and development of the strategic framework.

There should be delegation of duties as per the work plan among consultants engaged in this work. The lead consultant as the contact person will have the mandate to review the methodology to see other possible ways of improvement.

1.2.Selection process

All applications will be subject to a two-step assessment procedure, eligibility and quality assessment. Applications that do not meet all the eligibility criteria will not be further assessed.

Based on the results of the proposal assessment, final decisions will be made by the selection committee, which is made up of representatives from both SODMA and Adeso, with OFDA participation. Communication will be made to all qualified applicants via a notification letter.

1.3.How and when to apply

Applicants are expected to make submission online (in English) in the form of a detailed full-fledged Proposal afterwards detailing how they are going to conduct the whole process, what the strategy is going to contain and an overview of what the strategy is going to lead to. Please refer to this call when making the application.

The deadline for submission of proposals is 26th October 2015. Proposals received after the deadline will not be considered.
