Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others as well as non-operational region-wide initiatives, focusing on advocacy and capacity building. In Somalia, DRC works directly and with partner agencies on immediate humanitarian relief to alleviate suffering caused by both conflict and climate changes, and more long term support to help stabilise the region by strengthening people's skills and their ability to provide for themselves.
Purpose
The purpose of this is position is to provide day-to-day supervision and coordination of the child protection partners’ organizations in the specified geographical areas of operation. In particular, the person is responsible for the daily contact with the implementation partners, monitors and possible stakeholders related to the project. The person will ensure prudent administration of small grants provided to partner agencies responding to child rights violation.
Key Responsibilities
- Receive, verify, and validate information provided by child protection monitors;
- Enter information received from monitors in the specified database format;
- Provide weekly data and monthly situational analysis reports on the child protection situation in area of operation;
- Overlook response activities by the partners and update and share the response matrix on a monthly basis;
- Support implementation partner in the implementation of Community Based Child Protection Mechanisms;
- On a needs basis, assist in the identification and selection of credible civil society organizations to partner with in the implementation of the project;
- Supervise any project relevant activities of local monitoring organizations engaged in child protection activities;
- Maintain relevant communication, feedback and contact with partners;
- Give continuous guidance and support in regard to organizational and individual monitors’ child protection technical capacity;
- Review all monitoring reports in the child protection database as directed by the Child Protection Coordinator;
- Undertake at least one visit per quarter to each of the organizations within the area of responsibility and keep constant communication (email, telephone etc) with monitors in those organizations where a visit may not be possible due to insecurity or other factors;
- Participate in various protection coordination activities at field level;
- In close coordination with the Child Protection Coordinator and the respective Deputy Area Manager, act as the first point of contact for the child protection project in Bay region;
- Ensure that the documentation of the programme activities is correctly carried out and maintained at field level;
- Perform any other relevant duties at the request of the line manager.
Outputs for the Child Protection Officer.
- Verified reports entered into the child protection database on a timely basis;
- Weekly data and monthly analytical reports provided;
- Quality and Quantity control of monitoring reports;
- Monthly updates of the response matrix;
- Response services to child rights violations victims are provided in a timely and needs sensitive manner though the implementation partner;
- Partners in the field justify grants provided in an appropriate manner;
- Attendance in CPWG and Protection cluster meetings in Baidoa;
- Timely submission of the weekly work plan.
Duty Station and Reporting arrangements
The position is to be based in DRC office, Baidoa district, Bay region in Somalia. Staff may be deployed to various locations within the course of duty. This position reports to DRC Child Protection Coordinator. There will be consultation and engagement with other DRC field staff within the area of operation on need basis.
Personal Specifications
Essential
- University degree/higher diploma, preferably in Social Sciences, Human Rights, International Law or related field from a recognized institution of higher learning.
- Experience, preferably a minimum of 2 years, within the field of protection, particularly in child protection.
- Proven knowledge of UN resolutions on children in armed conflict and preferably practical knowledge of working with these resolutions.
- Proven group team leadership skills
- Experience in community mobilizations and networking
- Proven commitment to accounting practices, with experience of financial management.
- Excellent analytical and report writing skills
- Experience in facilitating training
- Demonstrated ability to establish effective and working relations with local partners and other stakeholders
- Ability to work well under pressure and in adverse conditions;
- Experience and willingness to work in Somalia
- Ability to use computer packages such as MS word, MS Excel etc.
- Fluent in written and spoken English and Somali languages
- Commitment to children rights and gender equity
Preferable
- Experience working with International NGO’s, UN agencies and/or local authorities in migrants/refugee settings in complex emergencies
- Excellent interpersonal and communication skills, personable and with good sense of humor
CONDITIONS
Contract:*1 year with possibility of extension depending on the availability of funding*.**Salary and other conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National Staff recruited by the Somalia Country Programme.
