OVERVIEW OF THE POSITION
REPORTS TO: Minister of women and human rights development through the Director General and to the Gender Theme Group as an essential advisory/support mechanism in the overall process
In order to support the government through this process, our client wishes to recruit a well experienced and qualified team of consultants to provide expert advice and guidance to the Minister of women and Human Rights development and the Director General on Women’s Affairs on the coordination and development of the various steps to obtain a fully consulted and participatory National Gender Policy and its Action Plan.
GENERAL FUNCTIONS
Based on the Roadmap for the development of the NGP, the Gender Expert will undertake the following tasks under the supervision of the Gender Policy Advisor:
§ Design and facilitate an Induction Workshop with the Directorate for Women’s Affairs and the Ministry of Planning to jointly define the process towards finalizing the draft NGP, undertake an analysis of the context and clarify roles and responsibilities of the DG-MWHRD and the Ministry of Planning in the process;
§ Design and facilitate a training for the Technical Team to reach a common understanding of gender concepts, including gender mainstreaming, situation in Somalia (Xeer and Sharia) as well as the national and international legal framework; the purpose and shape of a NGP; SWOT analysis to ascertain existing capacities and gaps for the development and implementation of the NGP; conduct needs assessment in each Ministry; development of clear action plan containing the role of the technical team in concluding the process to elaborate the NGP;
§ Conduct desk review of existing gender assessments on Somalia, including the draft gender policy in light of the relevant international frameworks (SCRs on Women, Peace and Security, CEDAW, etc.) jointly with the staff of the DGWSA and the Technical Team.
§ Consolidate the results of all consultations at national and regional level, ministerial and civil society and the production of the first draft of the NGP;
§ Support the DG-MWHRD to design and facilitate a Workshop with relevant Ministries at the Director General level to obtain their views on the NGP draft and ascertain roles and responsibilities in its implementation;
§ Support the Technical Team to produce an Action Plan for the implementation of the NGP based on the roles and responsibilities agreed with each ministry and with participation of relevant CSOs and other implementing partners;
§ Support the DG-MWHRD in the organization of the Somali National Women Conference to validate the draft NGP;
§ Develop a final report of the process, with recommendations regarding the capacity needs for the implementation of the NGP.
§ Any other technical input required to the National Gender Policy development.

§ Outcomes:
- Increased capacity of the Ministry of Gender and Human Rights for development and implementation of the NGP;
- Common understanding between the Ministry of Gender and Human Rights, the Ministry of Planning on the need , purpose, roles and responsibilities of the NGP;
- Common understanding of line Ministries on the need, purpose and their responsibilities in the implementation of the NGP;
- Common understanding of the members of the Technical Team in regards to gender concepts and the purpose and role of the NGP;
- Fully owned and participated NGP.
ESSENTIAL EXPERIENCE
§ Post graduate academic background in gender studies, social sciences or law with at least 3 years’ experience in recovery and development, with special focus on addressing the promotion of gender equality and women’s empowerment in crisis and post-conflict countries; or
§ A first degree with at least 5 years of experience in recovery and development, with special focus on addressing the promotion of gender equality and women’s empowerment in crisis and post-conflict countries
§ Excellent capacity to apply gender analytical frameworks in diverse disciplines/sectors.
§ Relevant experience in conducting research, developing gender sensitive research frameworks and drafting reports.
§ Relevant experience in designing and facilitating gender training programs.
§ Demonstrated capacity to work in teams with colleagues and collaborators of different disciplines and national and cultural background.
§ Excellent oral and written communication skills.
§ Strong experience in capacity building and for conducting trainings.
Others
§ Good network with organizations and colleagues working on gender issues in the Sub-Region.
§ Relevant experience and knowledge of the specific context of Somalia.
§ Language skills: demonstrated ability to speak and write fluently in English.
§ Computer and internet literacy
§ Health: physically fit to undertake travels to remote regions
