INTERSOS, in the framework of its activities in Somaliais selecting candidates for the position of:
Programme Coordinator Return and Education Sectors
STARTING DATE: asap
DUTY STATION: Mogadishu with frequent travels to Baidoa and Nairobi
DURATION: until the 31st of December 2015
ROLE, TASK AND RESPONSIBILITIES
The Programme Coordinator is the coordinator of the: Return/IDPs/Re-Integration and Education sectors (from now RE Sectors). He/She will be dedicated 70% on Return, IDPs and Re-Integration sectors and 30% on Education sector.In particular he/she is responsible to:
Assessment, Programme Design and Planning :
- Ensuring that new assessments and new potential interventions are explored and executed.
- Ensuring that INTERSOS is duly represented at Cluster level.
- Supporting the project design, reports (final and interim) preparations submission for institutional and public funding and ensuring a timely submission of these.
- Drafting PAT, monthly reports, mission report, CPPs and all the other, possible ad hoc report preparation and timely submission to the Head of Mission.
- Ensuring the respect of projects and internal/external reports deadlines and commitments foreseen by MoU and Agreement stipulated with International donors and agencies.
- Return, IDPs, Re-Integration Sector (70%)
When acting as Return, IDPs, Re-Integration Sector, Programme Manager has to:
- Be responsible for implementation of the ongoing projects according to the signed Agreement and further modification approved by the donors.
- Be responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding.
- Be responsible for the timely submission of project proposals as well as external and internal reports.
- Be responsible of the preparation of all the accounting documents for intermediate and final financial reports required by donors.
- Be responsible for staffing and appraisal of the national personnel involved in the projects belonging to the Return, IDPs, Re-Integration Sector.
- Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. Return Consortium, Technical Working Group, etc.).
- Maintain daily relationship with the Donors and involve the Head of Mission whereas strategic opportunity can arise.
- Maintain ongoing surveillance of the developing humanitarian situation and adjust activities accordingly.
- Education Sector (30%)
When acting as Education Sector, Project Manager has to:
- Be responsible for implementation of the ongoing projects according to the signed Agreement and further modification approved by the donors.
- Be responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding.
- Be responsible for the timely submission of project proposals as well as external and internal reports.
- Be responsible of the preparation of all the accounting documents for intermediate and final financial reports required by donors.
- Be responsible for staffing and appraisal of the national personnel involved in the projects
- Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. coordination among education partners, CRC etc.).
- Maintain daily relationship with the Donors and involve the Head of Mission whereas strategic opportunity can arise.
- Keep constant relation and exchange of information and data with INTERSOS PM of ECHO C4P intervention ensuring proper coordination.
- Provide advise and technical support for the implementation of the ECHO COP project.
JOB REQUIREMENTS
- Social Science, Community Development, Psychology or Social Work degree and/or equivalent practical field experience, preferably with a humanitarian organisation;
- Minimum three years professional experience in return and/or education programming, technical focus on education in emergency, population movements and reintegration is an asset;
- Previous experience humanitarian project management is required; previous experience in emergency context are an asset
- Good interpersonal skills to work effective with different stakeholders including different communities in the target areas, humanitarian actors, service providers, local and national authorities;
- Project Management skills, including financial planning and documentation;
- Fluency in written and spoken English, good reporting writing and communication skills is required;
- Good problem solving and social skills and creative, to think of alternative solutions;
- Computer literate (Word, PPt, Excel and Access);
- Previous working experience in Somalia is an asset Ability to travel frequently to different areas in Somalia working in stressful situations and at times, in hardship field locations.
- Fluent in English mandatory written spoken.
- Comfortable to work in a High Risk Environment. Team worker and flexible in job planning
