Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and expanded the programme to Kenya in 2006. Since 2004, NRC has demonstrated a regional competence and expertise in working with displaced populations. NRC has concentrated its main focus on Somalis who are displaced by the ongoing conflict in Somalia. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu) and Kenya (Dadaab and Molo) as well as Ethiopia, Yemen and Djibouti.

The main objective of the Area Manager position is to coordinate and NRC’s activities in Puntland. The Area Manager shall represent and attend to NRC’s interests in the area.The Area Manager reports to the NRC Country Director in Somalia

Applicants may be considered for similar positions in the region

◾Establish an NRC presence in line with NRC procedures and routines
◾Liaise with all other actors on the ground to ensure NRC’s presence is well coordinated with UNHCR and registered authorities
◾In cooperation with the Country Director and project managers, to ensure that NRC’s programme is developed and managed in accordance with NRC’s mandate, policies and country specific strategy and do not overlap other organisations activities
◾Analyse the possibility of NRC establishing activities in other areas in Puntland
◾Ensure the safety and security of NRC personnel and goods.
◾Development of strategies, concept papers and situation analysis, etc
◾Coordination and quality control of project applications
◾Development of close cooperation with the target group and local authorities
◾Planning of programme/project assessments and evaluations
◾Programme Management
◾Ensuring quality implementation of projects in close cooperation with the Country Director and the Project Managers
◾Ensuring optimal use of financial resources in the programme
◾Ensuring that all NRC systems for programme administration and financial management are implemented and adhered to
◾Ensuring that systems for monitoring programme/project activities are developed and implemented
◾Personnel Management
◾Management of staff reporting directly to the Area Manager
◾Establish a good working environment based on the NRC values
◾Decision making authority for employment of local staff.
◾Ensuring optimal use of human resources
◾Programme Coordination
◾Representing NRC in various forums
◾Coordinating NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organisations
◾Active participation in and promotion of coordinating bodies
◾Advocacy and Information Activities
◾Staying updated on all relevant political and policy issues related to the country and the region
◾Identifying, initiate and follow up on advocacy issues and actively promoting the rights of refugees and other vulnerable persons in the area
◾Security
◾Ensuring that a Security Plan for the area is developed and updated regularly, following the NRC format

Qualifications
◾Relevant experience and/or high education, preferably in management, social sciences or international development
◾Experience in administration and personnel management
◾Experience from working in insecure environments
◾Significant understanding of complex emergencies and crisis contexts
◾Political and cultural awareness
◾Communication, interpersonal, representation and negotiation skills
◾Ability to create contacts/ networking skills
◾Capacity building skills
◾Understanding of protection issues
◾Proven writing skills and experience in report writing
◾Fluency in the English language, both written and verbal
◾Computer skills
◾Holder of a valid international driver’s licence
◾Knowledge of the political situation in Somalia and/or Horn of Africa region an asset
◾Knowledge of UN system and experience with field level coordination with UN organisations, INGOs, donors and authorities an asset
