OVERVIEW OF THE POSITION
Governance and Rule of Law The Governance Programme and Rule of Law in Somalia currently consists of three pillars: (i) public sector capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/ decentralization. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development pillar of our client’s Somalia governance portfolio; whilst the Joint Programme on Local Governance implements the local governance elements. This consultancy aims to enhance synergies between the two areas of work.
Development Project The Development Project was set up in 2008 and works with governance institutions in Mogadishu, in Puntland and in Somaliland to build their capacity so that they can perform their functions more effectively. In 2011, a DP redesign process shifted the emphasis for support away from specific institutions to thematic support to four key pillars working across a variety of institutions. These pillars are: • Public Financial Management, Transparency and Accountability; • Development Planning and Aid Coordination; • Public Sector and Parliamentary Reform
Five Year Development Plan- 2 The Ministry of Planning and International Cooperation (MoPIC) is responsible for planning and translating the socio-economic vision of the Puntland State of Somalia into tangible social and economic results for citizens. It also oversees international affairs for Puntland State of Somalia. MoPIC is entrusted with the task of spearheading the development of the medium term plan for Puntland titled- Second Five Year Development Plan (FYDP-2) 2014-2018. As part of the FYDP-2 formulation process, MoPIC, with the assistance from our client, has drafted a Concept Note that provides guidance on key methodological, process and institutional requirements for the elaboration and content of FYDP-2.
As per the Concept Note, a Sector Strategic Plan (SSP) is required for all sectors to prepare the FYDP-2. SSP is considered as a planning document that helps to conceptualize and document the results that a Sector aims to achieve in the medium term, the resources and actions required to attain the intended results, the assumptions on which the expected success are based, and the means for measuring the extent to which the results are achieved (i.e., tracking performance). The SSPs are expected to be ready by end of July, 2013.
GENERAL FUNCTIONS Objective of the Assignment The objective of this assignment for the International Consultant – Sector Strategic Plan Expert is to provide technical support to lead Ministry of concerned Sector Working Group (SWG) to finalize their Sector Strategic Plan following SSP guideline. The thrust of the SSP is comprised of the following elements:
• the hierarchy of objectives that the SSP intends to attain, which are generally articulated as outputs, outcome/purpose, and impact/goal (or various other equivalent terms); • a set of performance indicators that enable the achievement of those objectives to be measured and tracked (often accompanied by information on the baseline, milestones and end-of-project targets); • the means of verification (MOVs), or data sources, for each performance indicator specified; and • the critical assumptions or underlying conditions that must hold in order to be able to meet the objectives.
The sector specialist will be providing timely technical advice/inputs and support in line with SSP guideline ensuring three phases of the formulation process (i.e. Starting, Setting Priorities and Programming for Results) are sufficiently adhered to.
Scope of the Assignment The expert will have the following responsibilities among others, as follow: • Finalise seven Sector Strategic Plans (SSPs). • Finalise the strategic areas where the Sector should focus its support to the State, taking into account National and State priorities, as well as district priorities. • Adopt an RBM approach and principles in finalising the SSPs. SSPs must ensure that priorities are translated into a manageable set of results – impact, outcomes and outputs – that describe the Sector’s strategic focus in a country and how those results will contribute to the State and National priorities. The results formulation process facilitated by the expert will consist of three steps (i) Results Formulation (ii) Assumption and Risk Analysis (iii) Setting Monitoring and Evaluation Framework.

Timeline The duration of the assignment shall be 60 days over three months.
Procedures Monitoring will be carried out by the DP Project Manager and the Development Planning Team Leader. Reporting by the Consultant indicating progress on project as per the TORs and operational work plan.
Economic Offer The Consultants approval and payments will be made within 14 days of the successful completion of agreed milestones and submission of time sheets.
ESSENTIAL EXPERIENCE Competencies
Education Requirement: Education Requirement: Master’s Degree – MA/MSc in a relevant field Experience: At least 7 years of experience in national development planning and monitoring and evaluation Experience in post-conflict settings and fragile states is an advantage Experience with the preparation of sector strategic plan and PRSP is a significant asset Experience liaising with senior leaders
Language Requirements: Fluency in written and spoken English
