JOB PURPOSE

Under the supervision of the Senior Medical Officer, the Medical Officer will offer quality health care to all patients in the hospital and work closely with other staff in all departments providing support and guidance.

KEY RESPONSIBILITIES

Program Management

  • Provide up to date information on implementation of health activities through preparation and submission of weekly health facility reports.
  • Ensure that all health activities are implemented as outlined in the work plans prepared in collaboration with the Senior Medical Officer.
  • Review the health facility activities and priorities on a regular basis updating the Senior Medical Officer on gaps and/or provide recommendations on how to improve quality of services.

Human Resource

  • Be a team leader in patient management in all health facility departments, giving support and guidance.

Program Activities

  • Conduct daily ward rounds in the hospital.
  • Ensure patient management is in line with the set MOH, WHO and UNHCR guidelines and protocols as discussed with the Senior Medical Officer.
  • Attend to all emergencies, both medical and surgical within 15 minutes.
  • Ensure proper and accurate documentation of patient management in patient files.
  • Conduct consultations of all under five cases presenting ath the health facility and review above 5 consultations as may be required.
  • Conduct minor surgical procedures ath the health facility when required.
  • Attend to sexual assault survivors on a timely basis as necessary.
  • Ensure timely referrals both Emergency and Elative cases to identified secondary and tertiary care centres.
  • In collaboration with the pharmacists, maintain a complete and accurate inventory of medicines and supplies located at the health unit and monitor and supervise their usage.
  • Organize, attend and participate in Weekly Continuous Medical Education (CME) sessions at the health care facility.
  • Participate in staff on job trainings on a regular schedule agreed upon with the Senior Medical Officer.
  • Attend and participate in the daily morning health facility handover meetings.
  • Organize with the health staff on a weekly and day off schedule to ensure that weekends are properly covered.
  • Ensure adequate night coverage by developing a call list on a weekly basis for midwives and nurses (for delivery cases) and be second on call for emergency cases.
  • Lead in mortality audits to improve quality of care for patients.
  • Participate in the Quality of Care Assessments done on a quarterly basis.

Reporting and Coordination

  • Ensure that all service departments have the appropriate data collection tools and are using them in the correct manner.
  • Ensure accurate, consistent and timely collection of all epidemiological data from all service departments with weekly submission to the data clerk for collation.
  • Monitor closely the morbidity and mortality trends together with all the other health indicators and report any deviation in trends to the SMO to ensure that prompt actions are taken.

KEY RESULT AREAS

  • Ensure quality of care in the hospital.
  • Ensure quality emergency obstetric and neonatal care in maternity ward.
  • Prompt referral of patients.
  • Proper documentation of patient care
  • Identification and prompt management of outbreaks**.**

REQUIRED QUALIFICATIONS

  1. Bachelor of Medicine and surgery or equivalent from a recognized institution.
  2. Registered with Directorate/Ministry of Health.
  3. Minimum 2 years of working experience in a busy hospital setting.

REQUIRED EXPERIENCE & COMPETENCIES

  1. Good knowledge and skills in clinical medicine and surgery.
  2. Ability to write clear, concise reports and well developed communication skills.
  3. Good computer skills.
  4. Must be a team player, flexible and culturally sensitive.
  5. Ready to work in difficult environment conditions.
  6. Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures.
