Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the CTA, to provide programme support in the formulation, monitoring and reporting of the field programme at country office level. In particular to:
• assemble into final form project documents, selected background material and ensure that agreed inputs and related specifications are properly reflected;
• secure information on technical matters from relevant technical teams, prepare draft project proposal narratives as per agreed format briefs, notes and periodic reports and monitor receipt, circulation and processing of field reports; and control their quality and consistency;
• coordinate and contribute to the preparation of bi annual and annual donor progress reports and any other periodic and ad hoc reports and ensure their timely submission to project/programme management;
• prepare necessary background documentation and presentations as per CTA requests for donor meetings and seminars, and actively support the effective implementation of the event;
• establish and maintain a filing system of technical and project documents and correspondence, maintain up-to-date basic records required for project/programme monitoring and reporting, and reference records on directives and procedures of a technical or programme nature relating to field activities; reconcile records with other office or corporate records of the organization regarding technical or programme activities (beneficiaries, geographical coverage, reports, operations);
• receive and review incoming mail, attach appropriate background and identify action to be taken; on own initiative or minimum instructions prepare in final form replies to correspondence on technical or programme/project matters; identify non-routine matters and potential policy issues, prepare background and refer matter with relevant notes to direct supervisor;
• assist in the recruitment process by recording and screening applications of vacant positions in the sector;
• coordinate and follow up with the relevant services, the CTA’s travel and international missions including from FAO HQ, TSS missions and international consultants;
• liaise with field staff, HQs, Public Administrations, NGO, Counterparts to collect information as requested;
• record requests and inputs for FAO’s assistance received by Government, donors or other organizations;
• perform other related duties as required.
Education:
• Degree level education or high equivalent professional qualification in the field of project management and programme operations, or technical degree.
Work Experience:
• 5years of progressively responsible programme and project management experience of which at least 2 years related to implementation of larger programmes or projects.
Languages:
• Good working knowledge (level C) of English and knowledge of Somalia language.
