TERMS OF REFERENCE

FOR HOGAN IYO NABAD COMMUNITY SUB – PROJECTS BROCHURE

HOGAN IYO NABADIN GAROWE AND BUTINLE DISTRICTS OF PUNTLAND, NUGAL REGION, SOMALIA

BACKGROUND

The International Rescue Committee (IRC), a leading non-governmental organization, responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure.

The IRC’s work in Somalia began in the early 1980s, and was regularly disrupted by insecurity and limited humanitarian access. In the 1980s, the IRC assisted people seeking refuge in the aftermath of the Somalia-Ethiopian conflict. The insecurity that eventually led to the collapse of the state in 1991 and ensuing civil unrest meant that IRC had to temporarily suspend operations. In response to humanitarian crises caused by recurring civil conflict, the IRC reengaged operations in southern Somalia from 1992-1995 while interventions in the northwest (Somaliland) began in late 1995 and continued until 2003. Since returning to work in Somalia in 2007, the IRC has implemented environmental health, livelihood, primary healthcare, community-based protection and community-driven reconstruction across the northeast, south – central and southern parts of Somalia.

PROJECT DESCRIPTION

*Hogan Iyo Nabad*strengthens local governance and conflict management at the village level. It supports the constitution of Village Councils (VCs) – the lowest level administrative unit, informs them of their roles and responsibilities, imparts knowledge and skills to build up their performance and fosters their upwards linkages to District Councils (DCs).

Through projects implemented with a Community Driven Recovery approach,*Hogan Iyo Nabad* provides a safe space for VCs and the communities they govern to interact. These spaces foster accountability of VCs, strengthens their capacity to lead local development while simultaneously transforming communities into engaged citizens who seek accountability from their governing institutions, claim and demand their rights as necessary.

Hogan Iyo Nabad is funded by DFID and implemented through a consortium involving CARE, DRC and IRC. IRC implements the project in Burtinle and Garowe districts of Puntland.

PURPOSE AND OBJECTIVES

The VCs leadership in 20 villages, supported by the IRC and the DCs of Burtinle and Garowe, have each successfully steered the completion of one community sub - project (CSP) and will soon complete a second project. Both the completed and on-going projects are purposed to strengthen access to education, health, markets and governance.

The IRC seeks a consultant to develop a brochure to show case the CSPs implemented in each of the 20 villages. The brochure will include information on community experiences, immediate impacts of the CSPs and aspirations for the future. It will be written in non – technical language that can be easily understood by diverse audiences; and will be produced in both English and Somali. It will be precise, informative, interesting and reader friendly.

The brochure will serve various purposes including:

i) To showcase community projects implemented with support from Hogan Iyo Nabad.

ii) To provide accountability to communities, DFID, government and consortium members for resources allocated to the implementation of CSPs.

iii) To extend an opportunity for learning to various audiences on innovative and practical ways of supporting community driven development.

iv) To stir interest among government, civil society and donor agencies to replicate interventions similar to Hogan Iyo Nabad in other communities.

Interested consultants are invited to submit proposals of not more than 10 pages (excluding annexes and past performance references), illustrating their competencies to prepare the referenced brochure. IRC will review all proposals and engage shortlisted consultants in further discussions for more specific information on their approach and competencies before the successful consultant is identified and recruited. Recruitment of the successful consultant is expected to be finalized within seven days from receipt of all proposals.

SCOPE

This consultancy will capture all relevant information pertaining to CSPs implemented with support from Hogan Iyo Nabad in 2014 and 2015. The information captured should be directly attributable to Hogan Iyo Nabad and not to any other interventions that may have concurrently taken place. Geographically, it will concentrate on the 20 villages supported by the project in Garowe and Butinle districts of Puntland. Information will be gathered from staff of the IRC, Village Council members, Village Council sub – committees, District Council members, community elders and ordinary community members and any other parties considered relevant for the purpose of the brochure.

METHODOLOGY

The consultant will travel to all 20 villages in Burtinle and Garowe districts to gather primary information for the brochure through face to face interviews and photography. The consultant will generate profiles of individuals or groups to be interviewed; while the IRC will identify interviewees and schedule interviews. It will be important to achieve equal representation of men, women and youth. The consultant will be required to seek consent to conduct interviews and use the information gathered from a potential interviewee prior to commencing the interview. Such consent will be documented on IRC “consent for release of information” forms. The IRC will provide translation during interviews whenever necessary. However, consultants who meet the criteria for this consultancy and can speak Somali will be preferred.

The consultant is expected to bring along any devices that would be helpful for recording or transcribing interviews; as well as a professional Camera. Additionally, the consultant will be required to adhere to IRC’s Child Safeguarding Policy as well as IRC’s security protocol throughout the duration of the consultancy. Relevant documents/information pertaining to the referenced policy and protocol will be appropriately shared.

DELIVERABLES

Upon completion of the consultancy, the deliverables below will be expected. These deliverables will adhere to IRC’s and DFID’s branding guidelines. Where the two guidelines contradict each other, DFID’s branding guidelines will take precedence.

· A brochure of not more than 20 pages, printed in color and glossy paper, with narrative and photographic information on the two CSPs implemented in each village; community experiences and future aspirations; and immediate impacts of the CSP. The brochure will have two sections of identical information. One section will be presented in English and the other in Somali. The consultant will be responsible for translating the brochure to Somali. The consultant’s proposals should include suggestions on the envisaged paper size and shape for the brochure with samples provided where possible.

· All transcribed and recorded interviews/testimonies.

· All “consent for release of information” forms signed by interviewees

· All photos taken for the purpose of the consultancy, including captions that can be used for a photo - share.

TEAM

The consultant will work closely with IRC’s Governance and Rights coordinator and the Governance and Rights manager and other staff within the IRC as deemed necessary to ensure the brochure meets the desired quality and purpose.

DURATION OF THE CONSULTANCY, START DATE AND WORK PLAN

The prospective start date for this assignment is February 20, 2015 with a completion date of no later than March 17, 2015. A draft schedule of work should be included in the consultant’s proposal. The schedule should make provisions for IRC’s review and feedback on draft deliverables and allow time for the consultant to incorporate this feedback in their final submission.

REQUIREMENTS

i) Academic qualification and training in communications, preferably at least a bachelor’s degree.

ii) Excellent writer with expertise in developing communication materials for diverse audiences.

iii) Experience in designing brochures, booklets, newsletters and other communication materials that require the use of photos and info – graphics.

iv) Excellent photography skills.

v) Excellent interviewing skills.

vi) Fluency in written and spoken English; fluency in Somali will be an added advantage.

vii) Proven experience documenting qualitative project impact, success stories and synthesizing lessons learned.

viii)Knowledge of DFID’s branding guidelines preferred.

TRANSPORT AND SUBSISTENCE

The consultant will make visits to 20 villages in Garowe and Burtinle districts of Puntland, Somalia. IRC will provide transport within Puntland. The consultant will comply with IRC security rules and movement protocols.

Consultancy fees are expected to include the consultant’s travel costs to and from Somalia, if necessary, and subsistence needs. As such, the IRC will not cover such needs including accommodation and feeding/per diem.
