TERMS OF REFERENCE

CONSULTANCY FOR CONDUCTING LIVESTOCK MARKET MAPPING AND ANALYSIS IN GALKACYO – MUDUG REGION

1. BACKGROUND

Markets are essential for providing people access to basic goods and services, for people’s livelihoods and for economic development. Disrupting or ignoring markets during an emergency will potentially destroy or delay the ability of people to return to their livelihoods. IRC Somalia intends to conduct a Livestock drug and de-worming and community animal health worker market analysis and in the Mudug region, that will work as a baseline in the event of an emergency affecting the livestock treatment market. The baseline will ensure that IRC’s humanitarian interventions, at the very least, do no harm to market systems and can identify opportunities where relief and can be delivered through existing market systems.

IRC’s market analysis in Galkacyo will assess the insufficiencies and required improvements of the emergency preparedness and alert mechanisms for the livestock treatment and community animal health worker sector facing in the slow onset drought that constantly affects the region. One of the key issues that IRC has faced during its interventions is the speed it delivers timely, appropriate evidence based responses and the use of effective primary based market analysis data. Such data and information will support IRC Somalia either in improving preparedness or contingency planning exercises for future interventions

IRC will conduct a pre-crisis baseline market analysis in Galkacyo, Mudug-Somalia, to address livestock treatment de-worming and community animal health worker markets, and to build capacity on market analysis for application in both preparedness and emergencies for these sectors. This will be broadly based on the Emergency Market Mapping and Analysis (EMMA) methodology but adapted this pre crisis baseline that will be used in slow-onset contexts.

IRC has been conducting HEA and market analysis in the region in coordination with specific donor agencies as a way to systematize market based data collection in IRCs programs. The results of these analyses will provide input for IRCs programs and preparedness in the Mudug region of Somalia.

2.GEOGRAPHICAL AREA

There will be one area covered for the market analysis, Galkacyo town, Mudug. This is a region that is highly vulnerable to drought with the main livelihood system being Pastoralism and fishing along the coastal areas.

3.POTENTIAL CRITICAL MARKETS FOR ANALYSIS

IRC’s initial analysis identified the following market systems need for further analysis:

· Animal drug/de-worming market

· Animal health worker and veterinarian businesses

4.OVERALL OBJECTIVES OF THE BASELINE AND VALUE CHAIN ANALYSIS

The aim of the analysis will be to determine:

· Value chain analysis enabling a detailed understanding of the animal drug/de-worming market in the Mudug region, specifically in Galkacyo town.

· Improve IRCs understanding of community animal health worker business models making them more profitable and sustainable.

· Identify activities that can support the improvement of CAHWS business model

· Help identify where in the market IRC should invest to increase the efficiency and reach of the animal drug de-worming market.

· Find out what impact IRCs wide scale animal treatment and de-worming campaigns are having on the veterinary treatment market .

· Understand if IRC’s improve its animal treatment campaigns are a viable intervention during onset crises, and what interventions can be undertaken in non-emergency times, through DRR or resilience programs for drought.

· Increase the understanding and capacity of staff and partners in market analysis and build the ability of IRC staff to apply market analysis in preparedness, response, and ongoing programs.

5.RESPONSIBILITIES AND OUTPUT OF THE CONSULTANT:

· Develop a work plan, data collection tools for the data collection.

· Support the organization and preparation of field teams for data collection, including data collection tools

· Provide Market Baseline report: to consist of an executive summary, context, methodology, critical market maps and analysis, and response/program recommendations

· A Power-point presentation to highlight the main findings and program recommendations.

6.EXPECTED OUTCOMES:

· IRC staff and partners have an improved understanding of the livestock treatment and de-worming value chain in Mudug.

· IRC Somalia to have an improved understanding of different CAHW business models, enabling IRCs livestock oriented programs to become more profitable and sustainable.

· IRC to have a greater ability to identify and target specific livestock related markets for greater sustainability pre-crisis and to support during the onset of a crisis.

· Enable IRC to identify the impact and scope of wide scale animal treatment campaign has on the veterinary market.

· Provide a detailed analysis on which livestock treatment interventions are most viable in the Mudug region during the onset of drought.

· Improve IRCs organizational capacity to effectively plan and implement livestock related DRR and resiliency based interventions for drought.

· Increase the understanding and capacity of staff and partners in market analysis and build the ability of IRC staff to apply market analysis in preparedness, response, and ongoing programs.

7.DELIVERABLES:

· Completed baseline and forecasted market maps and analysis for the selected critical market systems in Galkacyo.

· A report outlining key findings and recommendations.

· An agreed action plan for conducting baseline data collection and analysis.

8.TIMEFRAME**:**

The data collection/analysis process is planned for 5th January 2015- January 30, 2015. This timeframe assumes sufficient time, for data collection). The process is expected to take 20 working days to complete the following activities:

· Initial Nairobi meeting to understand why the markets are being assessed, the market analysis methodology, baseline and pre-crisis analysis, and validate key parts of the preparation such as critical market selection and key analytical questions. This also includes time to prepare for the field work.

· Data collection, data entry, analysis and reporting

· 1 day with team leaders and senior management team in Nairobi to finalize analysis and recommendations.

9.MINIMUM CRITERIA FOR SUBMISSION OF PROPOSAL FOR BID

The consultant is expected to display:

  • Practical experience in Project Cycle Management, Proposal writing and M&E.
  • Good interpersonal and management skills.
  • Strong conceptual and analytical skills.
  • The consultant should have a Bachelor (Masters preferred) in Project Management, or related field from a reputable University.
  • Track record of capacity to deliver in insecurity environment (experience in Somalia will be considered a plus).
  • Strong communication skills in English.
  • Ability and willingness to travel to the field in Somalia.
  • Computer proficiency in Power Point presentations.
  • Attachment of all supportive documents which would prove consultant institution capacity.

10.PREPARATION OF THE TECHNICAL PROPOSAL

The proposal should include the following at minimum.

  • A brief introduction of bidding consultant/firm or person attaching relevant CVs
  • Your understanding of the Terms of Reference
  • Proposed methodology and approach
  • Proposed work plan and budget
  • Your availability

11.PREPARATION OF FINANCIAL PROPOSAL

The financial proposal should list itemized details of costs associated with the study.

Should express all proposed costs in American Dollar (USD).

12./**CONTRACTUAL ISSUES, PROCEDURES AND LOGISTICS**

· The IRC and the evaluator consultant/firm will enter into a contract highlighting the terms and conditions of the consultancy including payment modes – based on the agreed fee rates.

· The evaluator’s travel costs (to and fro –Nairobi and within Somalia) as well as accommodation while in Somalia will be provided by IRC.

· The evaluation team must comply with The IRC rules and procedures related to security and relations with the media.

· The evaluation team must respect the ethics related to evaluation practice.

· While working in the field, the evaluation team will find office space in the IRC offices.

· Logistics, movement and security would be provided and organized by The IRC team.

13.DOCUMENTS OF REFERENCE (TO BE AVAILED BY IRC ON REQUEST)

· Current organizational chart/organogram

· Security protocol to be observed in each of IRC premises;

· Public media protocol.

· Any other relevant project documents as deemed necessary.
