OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
Over the past twenty two years nation building and setting good governance structures have been a challenge in Somalia. In 2012, new Government institutions have been established with a clear governance vision and desire to improve and reform the public administration.
The Government has identified the establishment of effective security systems as a priority of priorities and as the critical catalyst for peace, and stability in the country. To do so this requires the establishment of an integrated, effectively operational, and accountable –to civilian oversight- Somali federal security institutions this can provide basic safety and security.
The effective transformation of security institutions is a pre-requisite for the improving security sector performance, the establishment of a secure environment for stabilization, peace building, and economic recovery. The efficiency of security institutions will depend on the establishment of rights based Federal security institutions that guarantee equal safety and security for its citizens, with special attention to securing the rights of women, youth and children and promoting a zero-tolerance for sexual and gender based violence.
Objectives
In order to establish adequate security sector institutional structures and mechanisms for security sector reform, the PM will need high level technical advisories in the form of a Senior Security Adviser.
Senior Security Adviser will advise the PM on the delivery of the following SSR goals:
· Strengthening the capacity and accountability of state security institutions to recover territory, stabilize and provide basic safety and security, including a zero tolerance for gender-based violence, particularly sexual violence and exploitation, and other forms of abuse.
· Integration of security forces into federal institutions
· Implementation of the national program for the treatment and handling of disengaged combatants taking into account the needs of women and girls associated with armed groups
· Development of an effective maritime security strategy within the framework of the Maritime Resource and Security Strategy
During the proposed period of performance, the consultant will work in the OPM and report directly to the PM.
GENERAL FUNCTIONS
The Senior Security Adviser will serve in lead coordination role in the OPM for the security sector, working in close collaboration with the relevant Ministries on behalf of the Prime Minister. The Adviser will represent the Prime Minister’s office in the PSG2 (Security) Working Group (WG) who is responsible for facilitating sector-level policy formulation; planning and programmatic co-ordination to advance the strategic objective and priorities outlined under security sector priorities.
The senior consultant/adviser will undertake the following activities:
• Ensure higher degree of harmonization of international assistances and application of partnership principles in the security sector
• Provide policy recommendations, strategic advice and proposed courses of action to the PM on SSDR issues;
• Maintain up-to-date knowledge of national, regional, and international developments in SSRD initiatives and events with a view to integrating information and analysis in support of policy development, analysis, and implementation by the FGS;
• Ensure higher degree of harmonization of international assistances and application of partnership principles in the security sector
• Establish and maintain close working contacts with key multilateral, bilateral partners national, as well as regional and local stakeholders in order to strengthen strategic alliances and partnerships on SSRD issues and initiatives;
• Represent the OPM and/or PM at international , national and regional meetings on SSRD issues in the region, as requested by the PM.
In all activities, the senior advisor shall pay specific attention to the cross-cutting elements as per New Deal Compact, particularly capacity development and gender.
Output
The role of the Security Sector Reform Adviser is to be the lead focal point of contact for the office of the Prime Minister on matters of national security. The specific tasks that the adviser will undertake include:
· Monitor and assess security FGS institutions performance against FGS and PM priorities and provide evidence-based advice to the PM in the security sector strategies and policies in collaboration with stakeholder Ministries
· Ensure the PM’s vision for the security sector is carried out by the relevant federal institutions
· Provide briefings and recommendations on progress in the security sector to the PM
· Lead the PSG2 Working Group to ensure clear sector policies are aligned with the Government’s priorities
· Highlight to the Prime Minister areas where significant gaps exist or there are under-resourced and current program and project priorities, and make recommendations to ensure gaps and priorities are addressed
· Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as required by PM;
· Ensure the development of detailed annual action plans in support of the security sector priorities and annual milestones, setting out existing and planned activities, roles and responsibilities of different actors, timelines, and existing and required resources
ESSENTIAL EXPERIENCE
Education
· Relevant Master Degree (Security sector, e.g. Military Academy or equivalent) or equivalent and at least 10 years of professional experience or relevant Bachelor’s Degree or equivalent and at least 15 years of professional experience;
Work Experience
· At least 10 years of professional experience in conducting studies, researches, designing assessment and evaluation studies in the security sector
· Security sector (e.g. Military) officer experience (minimum 10 years) in the national security forces gained through direct/ hands on management and understanding of security operations and security sector systems of the country;
· At least 8 years of professional experience in a senior national level or for an a multilateral institution where in-depth knowledge of security issues was an essential requirement;
· At least five years of professional experience in fragile or conflict countries.
Key Competencies
· In-depth knowledge and understanding of security sector reform requirement obtained through relevant direct work experience in Somali government’s security/defense institutions;
· Excellent analytical skills, ability to synthesize and clearly present complex processes and issues to service the information needs of diverse audiences;
· Ability to translate strategic thinking and innovative ideas into practical operational recommendations;
· Demonstrated knowledge in the cross-cutting themes of capacity development and gender;
· Results orientation and commitment to producing high-quality products;
· Ability to work under tight deadlines
