OVERVIEW OF THE POSITION
Under the line management of the Head of Office, Mogadishu the Project Manager Engineering will undertake activities based on the strategic direction of the UNMAS Programme Director in ensuring the Engineering expansion into three Sectors is completed.
The United Nations Mine Action Service (UNMAS) Explosive Management Programme in Somalia is executed by our client. The Programme comprises four main components:
• Explosive Management Support for AMISOM (EMSA), which provides explosive ordnance disposal (EOD) and counter-IED (C-IED) training, mentorship and support to the African Union Peacekeeping mission in Somalia;
• Explosive Management Support for the Somali Security Sector, an initiative launched in 2010 to assist the Somali Security Sector institutions with establishing the necessary EOD, C-IED and demining policies, legislation and capability;
• UN Somalia Mine Action provides a humanitarian response to the mine and Explosive Remnants of War (ERW) threat throughout Somalia, in both emergency and development contexts; and
The programme has been conducting operations in South Central Somalia since 2007, and expanded with the launch of EMSA as a component of the UN Support Office for AMISOM’s (UNSOA) logistical support package in March 2009, while activities in Somaliland and Puntland were adopted from UNDP in 2010.
Regional Offices have been established in Mogadishu, Baidoa, Hargeisa and Garowe in support of direct operations in Somalia, supported by a management, coordination and administrative hub in Nairobi.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of our client. Our client is committed to achieving a truly diverse workforce.
GENERAL FUNCTIONS
The Project Manager is responsible to manage the Camp Management Contract which is in various locations within Somalia and is responsible for the following:
• Carry out technical assessment of building projects within the Camp Management Contract and advise on projects feasibility;
• Develop conceptual designs and specifications for improvements over the period of the contract in collaboration with the relevant implementing partners;
• Prepare budget estimates for any improvements based on the prevailing market rates survey and develop strategies for the projects component execution,
• Define the scope of works, develop and prepare designs and technical specifications for the selected projects component implementation of various building projects in the country.
• Develop the relevant tender documents for procurement process including Bills of Quantities, RFQs, ITBs and RFPs;
• In close liaison with the Procurement Unit, conduct the tendering process in advertising, bid opening, evaluating tenders and award of contracts for the works, goods and services.
• Implement activities through direct labour (if required).
• Supervise the project implementation and delivery of the Camp Management Contract including:
o Construction works for quality, progress, compliance with the regulatory approval conditions, and meeting the design specifications and standards.
o Carry out works progress measurements and prepare progress payment certificates for contractor payments.
o Manage the security element.
o Manage and supervise the delivery of cleaning and maintenance.
o Supervise and oversee the delivery of catering services.
o Prepare close-out reports and financial reports for the stakeholder reporting and budget management.
o Update and maintain project documentation and filing system.
o Assign duties and tasks to national engineers and support staff working under you.
• Supervise, monitor and report on daily and monthly progress and output for the staff as required.
ESSENTIAL EXPERIENCE
Education
· Advanced university degree in development studies, project management or related field
· Additional 2 years of experience required - First degree, in combination with additional relevant experience may be accepted in lieu of an advanced degree.
Work Experience
· Five years’ experience in managing vertical construction projects.
· Experience in post conflict environments
· Contract management experience
· Knowledge of UN system and UNOPS procedures
Key Competencies
Required:
· Bachelor’s Degree in Construction Engineering with addition two years work experience
· Three years’ experience in Project Management of Construction tasks
· Fluency in spoken and written English
· Internationally recognized driving licence
Desired:
· Master’s degree in Construction Engineering
· Experience in conceptual design and sepcifications
