PROGRAM SUMMARY:

Mercy Corps is seeking an experienced professional to lead the Teacher Training component of its Somali Youth Leaders Initiative (SYLI). This position reports to the SYLI Deputy Chief of Party (DCoP) and will be responsible for developing, implementing and monitoring a comprehensive teacher training plan which seeks to enhance the quality of teaching and learning in Secondary Schools.

GENERAL POSITION SUMMARY:

The purpose of the position is to provide technical support to the Ministry of Education (MoE) and selected Teacher Training Institutes (TTIs) in the development and implementation of appropriate in-service and pre-service teacher training programs that also target the head teachers through school leadership and management. The position will also cover the capacity building of Teacher Training Institutions (TTIs) and will include the development and implementation of a capacity building plan for selected TTIs.

ESSENTIAL JOB RESPONSIBILITIES:

Program development:

  • Provide high quality technical inputs in developing cost effective, innovative and sustainable strategies related to teacher training.
  • Initiate ideas and support the proposal development of teacher training that complements the SYLI program.
  • Support Mercy Corps in identifying opportunities and events for MC to position itself as a leading organization in promoting quality secondary education

Technical assistance:

  • Plan for and conduct capacity assessment for selected TTis in Somaliland, Puntland and South Central areas
  • Develop and implement a capacity building plan for the selected teacher training institutions
  • Provide continuous and professional technical support to consortium members of Somali Youth Leaders Initiative in relation to teacher training and TTI capacity building
  • Coordinate the teachers and students English Language competency assessments

Monitoring and Evaluation:

  • Support the zonal MoEs and SYLI consortium partners in developing and implementing a post training school based teacher assessment, supervision and support system.
  • Develop and implement a robust M&E plan for teacher trainings and MoE capacity building interventions
  • Work with the M&E and Communication teams to carry out relevant studies and document and disseminate success stories, good practices and lessons learnt.

Representation

  • Participate in relevant external events including donor meetings and clusters related to education.
  • Collaborate and coordinate with other aspects of the SYLI program such as the Non Formal Education (NFE) as well as other Mercy Corps Somalia programs such as the education component of the UNHCR funded program.
  • As needed, present results of implementation at national and international conferences and through international working groups.
  • Maintain collaborative and solid inclusive working relationships with local and national government officials, colleagues from local and international NGOs.

Finance & Compliance Management

  • Ensure compliance with donor and Mercy Corps regulations
  • Draft and/or review scope of work to hire and manage technical consultants related to teacher trainings or TTI capacity building.

Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY:None.

ACCOUNTABILITY:

REPORTS DIRECTLY TO: SYLI Deputy Chief of Party.

WORKS DIRECTLY WITH: Consortium Partners, SYLI CoP, Technical Specialists, Program Managers and Operations/Support staff.

KNOWLEDGE AND EXPERIENCE:

  • Degree in Education or related field. Additional training and experience in teacher training and pedagogical methods will be an advantage.
  • Minimum of 5 years work experience in teacher training or education programs with an INGO, UN agencies or other education focused institutions.
  • Proven experience in developing and managing high quality, innovative and cost effective technical education in fragile and insecure environment.
  • Experience and skills in advocacy and building work relationships with local/national governments and influencing institutional, private and or corporate donors.
  • Experience and skills in capacity building of systems, staff, partners and other actors in education.
  • Results oriented with the ability to challenge existing mindsets while encouraging new approaches.
  • Ability to present complex information in a succinct manner.
  • Ability to adjust and work in dynamic and complex environment/situations.

The ideal candidate will demonstrate a well-developed ability to conceptualize, plan, and implement program activities creatively, as well as the ability to scale up and transfer lessons learned to other efforts. A successful candidate will demonstrate attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members and have skills to document and disseminate innovative practices. The ideal candidate will have a passion for teacher development in Somalia/Somaliland and have collaborated successfully with teacher training institutions in the past. S/he will be an excellent communicator, multi-tasker, and able to operate under tight deadlines. S/he will be a team-player with a positive attitude towards problem-solving, ability to work with other MC partners /programs, have a pleasant personality and a good sense of humor.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

The position is based in Mogadishu, Somalia with travel to Mercy Corps offices in Hargeisa, Garowe, Galkacyo, and Kismayo.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
